City of Clinton City Council met Feb. 3.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, February 3, 2026 at 7:00 p.m.

Mayor Helen Michelassi, presiding. On roll call, Commissioners Wise, Ballenger and Buchanan were present. Commissioner Edmunds was absent.

PUBLIC PARTICIPATION

Seth Redington came before council to address the issue of stolen valor. Redington thanked council for this time, Mayor Michelassi thanked Redington.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the minutes of the regular meeting of January 6, 2026 and special meeting of January 9, 2026, be approved as submitted. On roll call vote, Commissioners Buchanan, Wise and Ballenger and Mayor Michelassi voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the bills and payroll be approved, and the Clerk be instructed to issue warrants on the Treasurer for several amounts. On roll call vote, Commissioners Wise, Ballenger, Buchanan and Mayor Michelassi voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Michelassi asked City Administrator Tony Harris update the council. Harris reported the he and Curt Homann with DCDC met with a developer to discuss local housing needs. Harris said he and treasurer Lichtenwalter are working on a TIF strategy to add more districts. Harris briefed council on the dilapidated building at Main & Monroe building issues. The America 250 group will be coming before council to update them on the weekends events. Mayor Michelassi thanked Harris.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported that crews have been cutting trees and doing asphalt work.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise that crews have been working on water main breaks during the cold period. Wise added that they are working with a company to get the water tower on Illini drive insulated, no date has been set yet.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger had no report.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Motion made by Commissioner Ballenger and seconded by Commissioner Buchanan to go into closed session under 2(c)11 Litigation, 2(c)1 employment of employee and 2(c)5 Real Estate. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Mayor Michelassi voted “Yes.”

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to adjourn the meeting. On roll call vote, Commissioners Ballenger, Buchanan and Wise and Mayor Michelassi voted “Yes.”
