City of Clinton City Council met July 1.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, June 17, 2025 at 7:00 p.m.

Motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve of Commissioner Edmunds to join the council meeting electronically via zoom. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Mayor Michelassi voted “Yes.”

Mayor Helen Michelassi, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds and Buchanan were present.

PUBLIC PARTICIPATION

None.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the minutes of the regular meeting of June 17, 2025 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Michelassi voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Michelassi voted “Yes.”

PETITIONS

None.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Michelassi reported that the fireworks display will be July 5th at the high school. Mayor Michelassi also reminded everyone to shop local and support our community.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS Commissioner Buchanan reported the South Jackson Street project moving along, and thanks the community for avoiding the area.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported there has been a few minor leaks.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY Commissioner Ballenger reported the Fire Department will be out at the fireworks, as they are every year. Ballenger reminded everyone to be cautious. Commissioner Ballenger reported they have numbers back from the engineers regarding the cemetery bridge, it will be roughly $25,000.00 for a report only to state whether the bridge can be used. Ballenger stated thought needs to go into this process.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES Commissioner Edmunds had no report.

OLD BUSINESS

Written motion made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve the South Jackson Street Project Preliminary Engineering Supplemental Agreement in the amount of $14,997.54. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Michelassi voted “Yes.”

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the lighting package for the water department service truck with Rahn Equipment not to exceed $4,157.00. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Michelassi voted “Yes.”

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to approve the Emergency Management Agency of DeWitt County Agreement in the amount of $15,000.00. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Michelassi voted “Yes.”

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Michelassi voted “Yes.”
