City of Clinton City Council met March 3.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, March 3, 2026 at 7:00 p.m.
Motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve of Commissioner Edmunds to join the council meeting electronically via zoom. On roll call vote, Commissioners Buchanan, Wise and Mayor Michelassi voted “Yes.”
Mayor Helen Michelassi, presiding. On roll call, Commissioners Edmunds, Buchanan, Wise were present. Commissioner Edmunds attended electronically and Commissioner Ballenger was absent.
PUBLIC PARTICIPATION
Richard Gehres came before council to speak in regard to the comprehensive plan and the proposed solar farm on Madison Street.
Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the minutes of the regular meeting of February 17, 2026, be approved as submitted. On roll call vote, Commissioners Wise, Edmunds, Buchanan, and Mayor Michelassi voted “Yes.”
Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be approved, and the Clerk be instructed to issue warrants on the Treasurer for several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, and Mayor Michelassi voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Mayor Michelassi had City Administrator Tony Harris come before council to speak. Harris spoke about the fireworks for the 4th of July and America 250 event, the fireworks will be the 5th of July this year. Harris briefed council on the housing issues and has been working with a developer on a couple of potential projects in town. Harris briefed council about the welcome signs at the entrances to town improvements and needing lighting upgrades, and asked council for their consent to proceed on the lighting.

Commissioner Buchanan reported brush pick up will resume this month beginning March 16, 2026.

Chief Lowers introduced Cody Durflinger, talked about his background and the City Clerk then swore in Durflinger as Police Patrolman of the Police Department.
Chief Lowers introduced Patrick Cook, talked about his background and the City Clerk then swore in Cook in as Sergeant of the Police Department.

Commissioner Edmunds reminded staff to turn their budgets in.
OLD BUSINESS
Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve the Letter of Understanding Establishing the rank of Firefighter. On roll call vote, Commissioners Buchanan, Wise, Edmunds and Mayor Michelassi voted “Yes.”
Written motion was made by Commissioner Wise and seconded by Commissioner Edmunds to approve the Community Benefits Agreement with Rewild Renewables, LLC for Heritage Road, pending legal. On roll call vote, Commissioners Wise, Edmunds, Buchanan and Mayor Michelassi voted “Yes.”
Written motion was made by Commissioner Wise and seconded by Commissioner Edmunds to approve approve the Community Benefits Agreement with Rewild Renewables for North Yards Road, pending legal. On roll call vote, Commissioners Edmunds, Buchanan, Wise and Mayor Michelassi voted “Yes.”
Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve the Server Migration and Network Refresh with Heart Technologies for the Police Department in the amount of $34,897.96. On roll call vote, Commissioners Buchanan, Wise, Edmunds and Mayor Michelassi voted “Yes.”
Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan to approve Lexipol Fire Policy Manual & Management System in the amount of $14,690.70. On roll call vote, Commissioners Wise, Edmunds, Buchanan and Mayor Michelassi voted “Yes.”
NEW BUSINESS

ADJOURNMENT
With no further business to come before the Council, a motion was made by Commissioner Buchanan and seconded by Commissioner Wise to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Wise and Mayor Michelassi voted “Yes.”
