City of Decatur City Council met Feb. 2.

On Monday, February 2, 2026, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.
Mayor Julie Moore Wolfe presided, together with her being Council members Pat McDaniel, David Horn, Ed Culp, Dennis Cooper, Lisa Gregory and Consuelo Cruz. Mayor Moore Wolfe declared a quorum present.
Interim City Manager Melissa Hon attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
Mayor Moore Wolfe called for Appearance of Citizens.
The following citizens provided comments to the Council: Jacob Jenkins, Colin Graves, George Virgil, Mark Denzler, Jaquay Owens, Nicole Bateman, Kris Lutt, Julie Gahwiler Lamb, Chad Bowlin, Josh Prasun, Will Wetzel, Alan Wade, Crystal Bergfield and Kasey Holt.
Council members responded to citizens’ comments.
Mayor Moore Wolfe called for approval of the minutes.
The minutes of January 20, 2026, City Council meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Culp and on call of the roll, Council members Pat McDaniel, David Horn, Ed Culp, Dennis Cooper, Lisa Gregory, Consuelo Cruz and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With there being no Unfinished Business, Mayor Moore Wolfe called for New Business.
R2026-15 Resolution Authorizing Appointment – City Manager, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.
Council members shared their thoughts regarding the appointment.
Upon call of the roll, Council members Pat McDaniel, David Horn, Ed Culp, Dennis Cooper, Lisa Gregory and Mayor Moore Wolfe voted aye. Councilwoman Consuelo Cruz voted nay. Mayor Moore Wolfe declared the motion carried.
R2026-16 Resolution Authorizing Employment Agreement – City Manager, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.
Council members shared their thoughts regarding the terms of the employment agreement.
Ms. Wendy Morthland, Corporation Counsel, addressed inquiries from Council members regarding the terms of the agreement.
Upon call of the roll, Council members Pat McDaniel, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted aye. Council members David Horn, Dennis Cooper and Consuelo Cruz voted nay. Mayor Moore Wolfe declared the motion carried.
2026-07 Budget Reconciliation Ordinance Appropriating Additional Monies for the Purpose of Defraying the Expenses for Certain Funds of the City of Decatur, Illinois for the Fiscal Year Ending December 31, 2025, was presented. Councilwoman Gregory moved the Ordinance do pass, seconded by Councilman Culp.
Interim City Manager Hon provided an overview of the Ordinance.
Upon call of the roll, Council members Pat McDaniel, David Horn, Ed Culp, Dennis Cooper, Lisa Gregory, Consuelo Cruz and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2026-17 Resolution Approving a Development Agreement by and between the City of Decatur, Illinois and Broadwing Energy, LLC, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.
Interim City Manager Hon provided an overview of the Resolution.
Mr. Jonathan Weins, CEO of Low Carbon Infrastructure, gave a presentation and addressed questions from Council members.
The following citizens provided input regarding the proposed project: Manley Mallard, Verlyn Rosenberger, Dianne Spaniol, Doris McKay and Alan Wade.
Council members expressed their thoughts regarding the proposed project.
Councilman Horn made a motion to table the Resolution until the second meeting in February, seconded by Councilman Cooper.
Upon call of the roll, Council members David Horn, Dennis Cooper and Consuelo Cruz voted aye. Council members Pat McDaniel, Ed Culp, Lisa Gregory and Mayor Moore Wolfe voted nay. Mayor Moore Wolfe declared the motion failed.
Council members continued to express their thoughts on the proposed project.
Upon call of the roll, Council members Pat McDaniel, David Horn, Ed Culp, Dennis Cooper, Lisa Gregory and Mayor Moore Wolfe voted aye. Councilwoman Cruz voted nay. Mayor Moore Wolfe declared the motion carried.
Interim City Manager Hon provided the City Manager Update highlighting the following personnel changes: New Hire: Sheila Doolin, Administrative Assistant, Public Works, Appointment: Joey Bessonette, Equipment Operator, Public Works Retirement: Detective Robert Murray, Decatur Police Department. Interim City Manager Hon also shared that the Oakwood Business Survey closed with more than 800 responses.
Mayor Moore Wolfe called for Consent Agenda Calendar Items A. through E. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. Councilman Horn requested to remove Items B. and C. from the Consent Agenda Calendar. The Clerk read Calendar Items A., D. and E.:
2026-08 Item A. Ordinance Amending Ordinance No. 2006-100 Adopting Tax Increment Financing for the City of Decatur, IL (Eastgate Commons Redevelopment Project Area) R2026-18 Item D. Resolution Authorizing a Professional Services Agreement with Crawford, Murphy & Tilly Inc., for Northeast Quadrant Water System Capacity Improvements City Project 2026-04
R2026-19 Item E. Resolution Authorizing Agreement with Pulse Marketing LLC for City Website Services
Councilwoman Gregory moved Items A., D. and E. be approved by Omnibus Vote; seconded by Councilman Culp, and on call of the roll, Council members Pat McDaniel, David Horn, Ed Culp, Dennis Cooper, Lisa Gregory, Consuelo Cruz and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2026-20 Resolution Amending Resolution 2023-08 and the Purchase and Renovation Agreement with Dove, Inc for the Property Located at 805 E. Johns Ave, was presented.
Interim City Manager Hon answered questions from Councilman Horn regarding the status of the renovation.
Upon call of the roll, Council members Pat McDaniel, David Horn, Ed Culp, Dennis Cooper, Lisa Gregory, Consuelo Cruz and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2026-21 Resolution Authorizing Execution and Agreement of the Lead Hazard Reduction Grant Program, was presented.
Interim City Manager Hon answered questions from Councilman Horn regarding the terms of the agreement.
Upon call of the roll, Council members Pat McDaniel, David Horn, Ed Culp, Dennis Cooper, Lisa Gregory, Consuelo Cruz and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With no other New Business, Mayor Moore Wolfe called for Other Business.
Mayor Moore Wolfe recognized the recent pinning ceremony held by the Decatur Fire Department.
There being no Other Business, Mayor Moore Wolfe called adjournment.
Councilwoman Gregory moved the regular City Council meeting be adjourned, seconded by Councilman Culp and upon call of the roll, Council members Pat McDaniel, David Horn, Ed Culp, Dennis Cooper, Lisa Gregory, Consuelo Cruz and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
Mayor Moore Wolfe declared the regular Council meeting adjourned at 7:35 p.m.
