City of Decatur City Council met Sept. 5.

Here are the minutes provided by the council:

On Tuesday, September 5, 2023, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members David Horn, Ed Culp, Dennis Cooper, Pat McDaniel and Lisa Gregory. Councilman Chuck Kuhle was absent. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizen provided comments to the Council: Abeer Motan.

Council members responded to citizens’ comments.

Mayor Moore Wolfe called for Approval of the Minutes.

The minutes of the August 18, 2023, City Council Retreat/Strategic Planning Session were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Culp and on call of the roll, Council members David Horn, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

The minutes of the August 21, 2023, City Council Meeting were presented. Councilwoman Gregory moved the minutes be approved as written; seconded by Councilman Culp and on call of the roll, Council members David Horn, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

This being the time set aside for Unfinished Business and there being none, Mayor Moore Wolfe called for New Business.

R2023-181 Resolution Authorizing Approval to Renew Existing Equipment Rental Agreement and Managed Print Services Contract for Five Years with Watts Copy Systems, Inc., was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.

Mr. Jim Edwards, IT Director, gave an overview of the Resolution.

Upon call of the roll, Council members David Horn, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-182 Resolution Authorizing Agreement Decatur Civic Center Authority-Zamboni, was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members David Horn, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-183 Resolution Authorizing the Execution of an Agreement with JRH Services for the Demolition of 1031 N. Edward St., was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members David Horn, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2023-184 Resolution Authorizing the Execution of an Agreement with S. Shafer Excavating for the Demolition of 452 W. Main St., was presented. Councilwoman Gregory moved the Resolution do pass, seconded by Councilman Culp.

City Manager Wrighton gave an overview of the Resolution.

Upon call of the roll, Council members David Horn, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Consent Agenda Calendar Items A. and B. and asked if any Council member wished to remove an item from the Consent Agenda Calendar. No Council member wished to remove an item from the Consent Agenda Calendar. The Clerk read items A. and B.:

Item A. 2023-61 Ordinance Authorizing Consumption of Alcoholic Liquor on Public Rights-of-Way- 100 Block Merchant Street – Northeast Community Fund

Item. B. R2023-185 Resolution Authorizing Action Regarding Unsafe Structures

Councilwoman Gregory moved Items A. and B. be approved by Omnibus Vote; seconded by Councilman Culp, and on call of the roll, Council members Daivd Horn, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

Council members held a discussion on residential water shut offs during excessive heat warnings.

Mr. Ruby James, Finance Director, provided information regarding residential water shut offs.

There being no further business, Mayor Moore Wolfe called for adjournment. Councilwoman Gregory moved the City Council meeting be adjourned, seconded by Councilman Culp and upon call of the roll, Council members David Horn, Ed Culp, Dennis Cooper, Pat McDaniel, Lisa Gregory and Mayor Moore Wolfe. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the regular Council meeting adjourned at 6:00 p.m.
