In 2024, the Decatur Firefighters Pension Fund was the 296th most underfunded police and fire pension fund in Illinois, according to data from the Illinois Department of Insurance (IDOI).
Operating under the City pension system framework, the fund listed $164,893,959 in total pension obligations alongside an actuarial funding value of $107,400,342.
That amounts to a funding ratio of 65.1%, leaving 34.9% of actuarial assets needed to fully pay out pledged retirement benefits still unfunded.
This gap resulted in an unfunded liability estimated at $57,493,617.
The Illinois Department of Insurance maintains records and publishes statistics on municipal police and fire pensions, which are financed by taxpayers in each city or village.
As of 2024, Illinois supported 300 fire and 363 police pension funds. Some cities manage both types of funds, while others oversee just one.Not every city incurs debt for pension obligations. In 2024, 64 municipalities stated they had no outstanding police or fire pension debt and were therefore not included among those with unfunded liabilities.
Police and firefighter retirement benefits, sometimes described as “pension benefits,” act as deferred earnings. Across the state, Illinois’ police and fire pension systems attained an average funding ratio of 65.1% in 2024, underlining ongoing financial gaps in local public safety retirement funds.
The Illinois system with the lowest ratio was Glencoe Firefighters Pension Fund, which stood at just 0.9% funded.
Savoy Firefighters Pension Fund reported the strongest position, with a 797.7% funding ratio and $149,803 in actuarial funding—substantially more than its liabilities.
Statewide, Illinois’ total pension debt reached $143.7 billion in 2024, up by $1.5 billion from the prior period, as detailed by the Commission on Government Forecasting and Accountability. This marked a third straight yearly increase and brought the overall debt just under its 20-year peak of $144.2 billion recorded in 2020.
A report from the State Department of Insurance Public Pension Division indicated that suburban and downstate Illinois pension plans amassed $12.1 billion in unfunded actuarial liabilities for 2024, reflecting a consolidated funding ratio of 49.18%. This means those funds held less than half the assets considered necessary to cover committed pension payouts.
According to a study by the Equable Institute, Illinois spent nearly 20% of its GDP on unfunded pension liabilities in 2024.
The Illinois Policy Institute, described as a nonpartisan research organization, contends this is causing a bigger tax load for residents. The institute found taxpayer support for state pension funds surged from $614 million in fiscal year 1996 to $11.2 billion in fiscal year 2025.
