In Decatur, the Long Creek FPD Firefighters Pension Fund ranked 408th among Illinois’ most underfunded police and fire retirement systems in 2024, figures from the Illinois Department of Insurance (IDOI) show.
The pension fund,—structured under Illinois’ City pension framework—reported total liabilities of $949,739, with actuarial assets amounting to $697,519.
This results in a funding ratio of 73.4%, indicating the fund was short 26.6% of the assets necessary to meet its pledged retirement benefits.
The gap between assets and obligations left the fund with an unfunded liability of approximately $252,220.
The Illinois Department of Insurance compiles and discloses data on municipal police and fire pension systems, which are financially maintained by local residents.
As of 2024, Illinois had 300 fire and 363 police pension plans. Certain municipalities operate both systems, while others manage only one.Some municipalities owed no unfunded pension debt. In 2024, 64 municipalities reported zero police or fire pension liabilities and did not appear in the rankings.
Often described as “pension benefits,” police and fire pension promises serve as a form of deferred pay. Municipal authorities guarantee retirement benefits for public safety workers but occasionally fall short of collecting enough contributions from staff or taxpayers. This creates a funding deficit that accumulates as pension debt, shifting financial obligations to future community members. Municipalities sustain pension funds via annual payments—primarily sourced from property taxes—recorded in data maintained by the IDOI.
Statewide, Illinois police and fire pension funds posted an average funding level of 65.1% for 2024, underscoring frequent asset shortfalls among local public safety retirement plans.
The lowest-funded pension fund was Glencoe Firefighters Pension Fund, with a funding ratio of only 0.9%.
By contrast, Savoy Firefighters Pension Fund ranked as the most financially secure in Illinois, with a 797.7% funding ratio and $149,803 in actuarial funding—substantially exceeding its pension obligations.
Illinois’ total outstanding pension debt rose by $1.5 billion in 2024, bringing the balance to $143.7 billion, according to the Commission on Government Forecasting and Accountability. This marks the third year in a row pension debt has increased, keeping it just below the 20-year peak of $144.2 billion set in 2020.
A State Department of Insurance Public Pension Division report indicated Illinois’ downstate and suburban funds held $12.1 billion in unfunded actuarial liabilities during 2024, with a collective funding ratio of 49.18%. This means more than half the required assets for promised benefits were missing.
During 2024, Illinois led all states in its share of GDP devoted to unfunded pension obligations, approaching 20%, according to research from the Equable Institute.
The nonpartisan Illinois Policy Institute notes that this trend causes increasing taxpayer burdens. According to the group, annual taxpayer contributions to the state’s pension systems grew from $614 million in fiscal 1996 to $11.2 billion in fiscal 2025.
