Regular meeting minutes of the Mayor and Aldermen of the City of Rock Falls
The regular meeting of the Mayor and City Council of Rock Falls, Illinois was called to order at 5:31 p.m. on February 17, 2026, in the Council Chambers by Mayor Rod Kleckler.
City Clerk Pam Martinez called the roll following the pledge of allegiance. A quorum was present including Mayor Kleckler, Aldermen McKanna, Wangelin, Byrd, Doane, Dowd, Stahr, Arduini, and Sobottka. In addition, Attorney Matt Cole and City Administrator Robbin Blackert were present.

Consent Agenda:
Consent Agenda items 1-2 were read aloud by City Clerk Pam Martinez. 1. Approval of minutes from the February 3, 2026, City Council Meeting 2. Approval of bills as presented.
A motion was made by Alderman Wangelin to approve the Consent Agenda and second by Alderwoman Sobottka.
Vote 8 aye, motion carried.
Ordinance for 1st Reading:
1. Ordinance 2026-2726 – Amending Chapter 16, Article V, Section 16-389 of the Rock Falls Municipal Code Relating to Sunday Sales, Liquor Classifications and License Fees A motion was made by Alderwoman Sobottka to approve Ordinance 2026-2726 – Amending Chapter 16, Article V, Section 16-389 of the Rock Falls Municipal Code Relating to Sunday Sales, Liquor Classifications and License Fees for first reading and second by Alderwoman McKanna.
Vote 8 aye, motion carried.
Ordinance for 2nd Reading and Adoption:
1. Ordinance 2026-2723 – Amending Chapter 34, Article XIV, Section 34-432 of the Rock Falls Municipal Code Relating to Mobile Home Parks.
A motion was made by Alderwoman Sobottka to approve Ordinance 2026-2723 Amending Chapter 34, Article XIV, Section 34-432 of the Rock Falls Municipal Code Relating to Mobile Home Parks for second reading and adoption and second by Alderwoman Arduini.
Vote 8 aye, motion carried.
2. Ordinance 2026-2724 – Amending Chapter 16, Article XIII, Section 16-1521 Relating to Annual Fees for Video Gaming Terminals
A motion was made by Alderwoman Sobottka to approve Ordinance 2026-2724 – Amending Chapter 16, Article XIII, Section 16-1521 Relating to Annual Fees for Video Gaming Terminals for second reading and adoption and second by Alderman Stahr. Vote 5 aye, 3 no’s (Wangelin, Doane and Dowd), motion carried.
3. Ordinance 2026-2725 – Authorizing the City of Rock Falls of Whiteside County, Illinois to Borrow Funds from the Public Water Supply Loan Program
A motion was made by Alderwoman Sobottka to approve Ordinance 2026-2725 – Authorizing the City of Rock Falls of Whiteside County, Illinois to Borrow Funds from the Public Water Supply Loan Program for second reading and adoption and second by Alderwoman Byrd.
Vote 8 aye, motion carried.
Resolutions:
1. Resolution 2026-943 – Supplemental Resolution for Maintenance Under the Illinois Highway Code – Section Number 26-00000-00-GM
A motion was made by Alderwoman McKanna to approve Resolution 2026-943 – Supplemental Resolution for Maintenance Under the Illinois Highway Code – Section Number 26-00000-00-GM and second by Alderman Wangelin.
Vote via voice, all approved, motion carried.
2. Resolution 2026-944 – Transferring Jurisdiction and Control of Real Property to the Industrial Development Commission – 1207 W 23rd Street, Rock Falls, IL A motion was made by Alderwoman McKanna to approve Resolution 2026-944 – Transferring Jurisdiction and Control of Real Property to the Industrial Development Commission – 1207 W 23rd Street, Rock Falls, IL and second by Alderwoman Arduini. Vote via Voice, all approved, motion carried.
City Administrator:
1. Approve Engineering Services Agreement between the City of Rock Falls and Willett, Hofmann & Associates, 809 East 2nd Street, Dixon, IL 61021 for the GRR Water Service Replacement Project in an amount not to exceed $232,000.00.
A motion was made by Alderman Wangelin to approve the Engineering Services Agreement between the City of Rock Falls and Willett, Hofmann & Associates, 809 East 2nd Street, Dixon, IL 61021 for the GRR Water Service Replacement Project in an amount not to exceed $232,000.00 and second by Alderwoman McKanna. Vote 8 aye, motion carried.

Alderman Reports / Committee Chairman Requests
Alderman Wangelin stated that he has seen residents putting out yard waste but pick up starts April 1.
Mayor’s Report:
Mayor Kleckler stated that he has received Alderwoman McKanna’s resignation dated February 28, 2026. He will begin the search for her replacement as she moves into the Assistant City Administrator position.
A motion was made by Alderwoman Sobottka to adjourn and second by Alderwoman Arduini. Vote via voice, all approved (5:45 p.m.)
