Illinois State Representative Regan Deering has announced her participation in a rally at the Illinois Capitol supporting the Convention of States movement. The event is scheduled for Wednesday, February 25, 2026, starting at noon.
“The movement to hold a Convention of States is gaining momentum throughout the country, and energetic patriots will gather in Springfield to lobby Illinois General Assembly members for this important cause,” Deering said. “I look forward to speaking to the assembled crowd and expressing my support for the Convention of States.”
The push for an Article V Convention of States has been increasing nationwide as more states consider or pass resolutions calling for such a convention. Kansas recently became the twentieth state to adopt the resolution, and similar legislation is advancing in other states.
If 34 state legislatures approve identical resolutions, Congress must call a convention to propose amendments under Article V of the U.S. Constitution. Currently, twenty states have adopted matching resolutions while additional states are considering related bills during 2026.
To highlight growing interest in Illinois, Convention of States Action (COSA) will host a public rally featuring remarks from Illinois legislators at the Capitol Rotunda in Springfield on February 25 from noon until 1 p.m.
In Illinois, HJR 15 in the House and SJR 27 in the Senate would formally add Illinois to those applying for a convention focused on three areas: fiscal restraint, limits on federal jurisdiction, and term limits for officials.
Illinois COSA leaders are also promoting a “34-Read Framework” resolution that details how commissioners representing Illinois at any potential Article V convention would be chosen and directed by the General Assembly. This framework is intended to ensure proper representation whether or not Illinois becomes one of the required thirty-four states calling for a convention.
Article V requires that any proposed amendment must be ratified by thirty-eight states before it can take effect—a measure designed as a safeguard requiring broad agreement among states.
Deering was elected as a Republican representative for Illinois’ 88th House District in 2025, succeeding Dan Caulkins.
