Moultrie County Board met June 5.

Here is the minutes provided by the Board:

The Moultrie County Board met on Thursday, June 15, 2017 in the County Board Room, Second Floor, of the Moultrie County Courthouse. Chairman McCabe called the meeting to order at 7:00 p.m.

Opening Prayer by Pastor Marge Overlot, Bethany, Illinois

The Pledge of Allegiance was said.

Roll Call was taken, with the following Board members present: Dave McCabe, Tim Rose, Arlene Aschermann, Todd Maxedon, Billy Voyles, Kevin McReynolds, Gary Smith and Mike Barringer. Absent: Ron White

There were 16 people in attendance, which included 8 Board members and County Clerk, Georgia England.

Correspondence:

Minutes: McReynolds moved to approve the May 11, 2017 County Board meeting minutes. Barringer seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Guest Speaker: None

Unfinished Business: McCabe stated that the County’s Ordinances currently in place sufficiently covers the Noxious Weed Act.

Appointments by County Board Chairman: McCabe moved to re-appoint Marge Overlot, Kerry Pate and Dr. Charles Ellington MD to the Moultrie County Board of Health, with terms to begin July 1, 2017 and ending June 30, 2020. Smith seconded said motion, which passed by roll call vote. (8 yes, 0 no)

New Business:

Finance Committee (Chairman White)

Committee met June 12, 2017.

McCabe moved to approve the Treasurer’s Report for the month of May. Rose seconded said motion, which passed by roll call vote. (8 yes, 0 no)

McCabe moved to approve all claims as presented. Rose seconded said motion, which passed by roll call vote. (8 yes, 0 no)

McCabe moved to approve all the six-month reports from the County Clerk, Circuit Clerk and Sheriff as presented. Aschermann seconded said motion, which passed by roll call vote. (8 yes, 0 no)

McCabe announced that the VCVA Grant is nearing completion, and as discussed during the FY2017 Budget process, the Victim’s Advocate position will be paid by County funds.

Legislative Committee (Chairman Rose)

Committee did not meet.

Rose moved to adopt the “Moultrie County Prevailing Wage for June 2016” as required by the Department of Labor. McReynolds seconded said motion, which passed by roll call vote. (7 yes, 0 no, Voyles abstained)

Building & Grounds Committee (Chairman Smith)

Committee did not meet. No motions.

Road & Bridge Committee (Chairman McReynolds)

Committee met June 6, 2017.

McReynolds moved to accept the low bidder, Microsurfacing Contractors, LLC, for Section 17-00075-00-PP, located on County Highway 13 in Marrowbone Township, in the amount of $136,098.10. Voyles seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Insurance Committee (Chairman McCabe)

Committee met June 7, 2017.

McCabe moved to approve Cincinnati Life Insurance Company to offer a guaranteed issue life insurance benefit to all County employees. This would require all employees to either apply for coverage or sign a waiver to not participate. Voyles seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Maxedon moved to approve the application by T.G. Redfern for a Variance to build 1 ft. from the North property line on PIN #02-02-20-204-026, 9 West Okaw Dr., Lovington. Aschermann seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Maxedon moved to approve the application by Kenneth Herschberger for a Special Use Permit for a Mobile Home on PIN #03-03-23-000-212, 2262 CR 1700E, Arthur with the usual Stipulations: (1) Only immediate family members can live in the Mobile Home. (2) Should or when the property were to sell, the Special Use Permit does not go with the property. (3) The Mobile Home cannot be rented. Aschermann seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Public Health, Safety & Welfare Committee (Chairman Aschermann)

Committee met June 7, 2017. No motions.

Aschermann stated that there will be an open house for the Coles-Moultrie E911 on June 28, 2017

Committee met June 6, 2017. No motions.

Liquor Commission (Chairman McCabe)

Committee met June 15, 2017.

McCabe moved to approve the renewal of Liquor Licenses for current Liquor License holders.

McCabe moved to appoint the State’s Attorney’s office to be the County Board’s Ethics advisor. Aschermann seconded said motion, which passed by roll call vote. (8 yes, 0 no)
