City of Clinton Council met March 4.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, March 4, 2019 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Edmunds and Wise were present. Commissioners Crang and Ballenger were absent.

Written motion was made by Commissioner Wise and seconded by Commissioner Edmunds that the minutes of the regular meeting of February 18, 2019 be approved as submitted. On roll call vote, Commissioners Wise, Edmunds and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Wise and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Crang was absent.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise thanked all the City departments, hospital and reporters for all their hard work.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger was absent.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported that the Sales Tax was ahead from this time last year by a little bit with another month of slight declines. He stated that in the Governor’s budget message he is proposing the amounts transferred to the LGDF to decrease by 5%. That will affect the City’s Motor Fuel Tax, State Income Tax and State Use Tax but it is early yet it could be more or it could be less but it doesn’t look very positive.

UNFINISHED BUSINESS

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise to approve an Intergovernmental Agreement between the City of Clinton and DeWitt County Emergency Management Agency (EMA) for $15,000.00, which will be paid in four quarterly installments of $3,750.00. On roll call vote, Commissioners Wise, Edmunds and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Wise and seconded by Commissioner Edmunds to approve the Purchase of a Radiodetection Locator for the Sewer Dept. from Subsurface Solutions in the amount of $3,596.60. On roll call vote, Commissioners Edmunds, Wise and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise to approve Resolution 2019-2, A Resolution for Municipal Gas Aggregation. On roll call vote, Commissioners Wise, Edmunds and Mayor Cyrulik voted “Yes”.

NEW BUSINESS

On File – Bids for Stump Grinding – Rich’s Stump Removal - $2.25 per inch - $6,003.00

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Edmunds and seconded by Commissioner Wise to adjourn the meeting. On roll call vote, Commissioners Edmunds, Wise and Mayor Cyrulik voted “Yes”.
