Village of Harristown Board of Trustees met Jan. 26.

The Village of Harristown Board of Trustees held their monthly meeting on January 26, 2026 at 185 N. Kembark St, Harristown, IL. Trustees Jamie Jackson, Jay Trusner, Kurt Terry, Jeff Eller, Kevin Vessels, April Bogan, Treasurer Teresa Acree , Budget Officer Rick Laskowski, Attorney Joshua Dubbelde, Clerk Penny Allen and Mayor Les Jenkins were present. The meeting was called to order at 6:30 pm, followed by the Pledge of Allegiance.

Adopt Meeting Agenda

Motion by Trustee Trusner to adopt the meeting agenda. Trustee Vessels 2nd. Approved 6-0.

Approve Minutes

Motion by Trustee Trusner to approve regular board meeting minutes from December 15, 2025. Trustee Terry 2nd. Approved 6-0.

Mayor’s Report

Roadway by Billingsley-Mayor Jenkins asked the engineer for an updated price for the road by Billingsley.

Start construction Wyckles Road as soon as able

Government grant is filled out and was given to engineer.

Approve bills over $1,000

Macon County Environment $ 2132.84 recycling box General Fund

Macon County Hwy $ 1269.69 salt for roads General Fund

IMCO $ 1134.49 utility supply General Fund

People have been putting garbage in the recycling bin causing us more money. They have to take it to the dump instead of recycling because of this.

Motion by Trustee Vessels to approve the above additional bills for a total of $ 4530.02. Trustee Trusner 2nd. Approved 6-0

Treasurers Report

Treasurer Acree discussed. She stated the dispensary is down 27%.

Motion by Trustee Trusner to accept the Treasurer report. Trustee Vessels 2nd. Approved 6-0. Budget Officers Report

BO Laskowski discussed. Motion by Trustee Vessels to accept report. Trustee Terry 2nd. Approved 6-0.

Old Business

Buckeye Water Rate – Mayor stated Buckeye is getting ready to build the water main. He asked the Board members what they want to charge them for water ? They are only going to have a restroom. Board wants to charge them what we normally charge people in this situation. They do not want to change the ordinance at this time.

Engineers Report

Engineer not present.

MFT – has been approved and paid

Engineer has paperwork for grant

Public Works

Jonathon Closs not present. No big water leaks this month.

Zoning Officers Report-nothing to report

New Business

TextMyGov-Mayor Jenkins asked Board it they wanted to renew this service. It is $2,000/year. He stated in the last 3 years, we have received approximately 14 texts. Board wants to eliminate this.

SV Storm Youth League Baseball/softball- Request-does village want to do a sponsorship again this year (banner)? Motion by Trustee Trusner to purchase an outfield banner for $250. Trustee Vessels 2nd. Approved 6-0.

Painting Community Center- Mayor spoke with 3 people regarding doing this work. Three bids received: DWC Painting (David Campbell) $ 1655; Illini Paint $ 1969 and JJ Swartz $ 4545. Motion by Trustee Vessels to accepts DWC Painting bid of $ 1655 and take from community center fund. Trustee Trusner 2nd. Approved 6-0.

Fireworks- letter received from the fireworks company; increased 32% but they stated they are not charging people that entire increase. Cost $26450. Motion by Trustee Trusner to approve the cost of $26,500 for fireworks. Trustee Vessels 2nd. Approved 6-0.
