Village of Mt. Zion Village Board met Aug. 19.

Here is the minutes provided by the board:

Mayor Williams called the Meeting of the Mt. Zion Village Board of Trustees to order at 5:15 p.m. in the Village Hall Board Room. The following Board Members were present for roll call: Mike Mose, Chris Siudyla, Ellen Ritchie, Donna Scales, and Kevin Fritzsche. Also present were Village Administrator, Julie Miller, Director of Public Works, Chad Reynolds, Chief of Police, Adam Skundberg, Event Coordinator, Tiffany Ball, Village Treasurer, Corey McKenzie, and Village Clerk, Dawn Reynolds. Wendy Kernan arrived at 5:17 p.m.

Pledge of Allegiance

Public Forum: Seven (7) people were present. No one wished to address the Board at this time.

Consent Agenda: A motion was made by Trustee Fritzsche to approve the Consent Agenda as presented, seconded by Trustee Ritchie. A breakdown of Fund Warrants for the period ending August 19, 2019 is as follows: General Fund - $122,122.75, Convention Center - $5,364.76, Motor Fuel Tax - $705.60, TIF - $4,800.00, Water Revenue Fund - $124,324.05, and Sewer Revenue Fund - $28,833.27. A roll call vote was taken: Mose-yea, Siudyla-yea, Ritchie-yea, Scales-yea, Kernan-yea, and Fritzsche yea. Motion carried 6-yea, O-nay, 0-absent.

Bid Opening and Approval of Ordinance to Direct the Sale of 835 Crestview Drive, Mt. Zion, Macon County, Illinois: One bid was received for the sale of 835 Crestview Drive. Mayor Williams opened and read aloud the sealed bid of $1500 by Jacob Scott.

A motion was made by Trustee Fritzsche to accept the bid of $1500 and approve the Ordinance to Direct the Sale of 835 Crestview Drive, Mt. Zion, Illinois as presented, seconded by Trustee Mose. A roll call vote was taken: Mose-yea, Siudyla-yea, Ritchie-yea, Scales-yea, Kernan-yea, and Fritzsche-yea. Motion carried 6-yea, O-nay, 0-absent.

Discussion and Approval of a Resolution Authorizing the Destruction of Audio or Video Recordings of Closed Session Meetings: A Resolution authorizing the destruction of audio recordings of a closed session meeting dated October 16, 2017 was presented. State Statutes require the recording of all closed session meetings and permits governmental bodies to destroy the verbatim records as long as 18 months has passed since the meeting date.

A motion was made by Trustee Mose to approve the Resolution Authorizing the Destruction of Audio or Closed Session Meetings as presented, seconded by Trustee Kernan. A roll call vote was taken: Mose-yea, Siudyla-yea, Ritchie-yea, Scales-yea, Kernan-yea, and Fritzsche-yea. Motion carried 6-yea, 0-nay, 0-absent.

Discussion and Approval of an Ordinance Amending Chapter 71 - Traffic Schedules in the Code of Ordinances for the Village of Mt. Zion, Illinois: Administrator Miller presented for consideration an ordinance amending Chapter 71 Traffic Schedules to create four way stops at Walnut Street and Kirk Drive and Maddox Drive and Kirk Drive under the recommendation of Chief Skundberg. A resident request for the four way stops was received. The Police Department reviewed the accident history and monitored the area. Under State law, if stop signs are to be placed by the local authority, an engineering study should be accomplished and an ordinance must be approved. Although, an engineering study was not performed, based on the number of children in the area and the number of uncontrolled intersections along Kirk Drive, staff has recommended that each intersection be a four way stop. If approved, the Public Works Department will install the stop signs and place speed limit signs along Kirk Drive.

A motion was made by Trustee Ritchie to approve the Ordinance Amending Chapter 71 - Traffic Schedules as presented, seconded by Trustee Siudyla. A roll call vote was taken: Mose-yea, Siudyla yea, Ritchie-yea, Scales-yea, Kernan-yea, and Fritzsche-yea. Motion carried 6-yea, 0-nay, 0-absent.

Discussion and Approval of an Ordinance Establishing a Curfew for Minors Under Age 17 in the Village of Mt. Zion, Illinois: Administrator Miller presented for consideration an ordinance establishing a curfew for minors under the recommendation of Chief Skundberg. Current State Statutes allow local authorities to adopt and establish curfew ordinances. Chief Skundberg hopes that with an immediate consequence it will deter repeat offenders.

A motion was made by Trustee Mose to approve the Ordinance Establishing a Curfew for Minors Under Age 17 in the Village of Mt. Zion as presented, seconded by Trustee Kernan. A roll call vote was taken: Mose-yea, Siudyla-yea, Ritchie-yea, Scales-yea, Kernan-yea, and Fritzsche-yea. Motion carried 6-yea, 0-nay, 0-absent.

Discussion and Approval of a Resolution Authorizing the Issuance of Notice of Award for the Woodland Drive Roadway Rehabilitation Project by the Village of Mt. Zion, Macon County, Illinois: Administrator Miller presented for consideration a resolution issuing the notice of award for the Woodland Drive Rehabilitation Project. After proper advertisement for bids, two bids were received. UCM was the lowest bid and included the installation of ADA ramp and curb and gutter improvements. All work is anticipated to be complete by November 29, 2019. Total bid price was $219,215.19.

A motion was made by Trustee Fritzsche to approve the Resolution Authorizing the issuance of Notice of Award for the Woodland Drive Roadway Rehabilitation Project as presented, seconded by Trustee Siudyla. Administrator & Staff Items: 

Administrator Miller reported another successful year for Pony Express Days.

Adjournment: A motion was made by Trustee Fritzsche to adjourn the August 19, 2019 Village Board meeting, seconded by Trustee Scales. A voice vote was unanimous; motion carried. The meeting was adjourned at 5:34 p.m.
