Moultrie County Board met May 12.

Here are the minutes provided by the board:

The Moultrie County Board met in Courtroom B, Third Floor, Moultrie County Courthouse. Chairman Billy Voyles called the meeting to order at 7:02 p.m.

Opening prayer by Pastor Wayne Stacy.

The Pledge of Allegiance was recited.

Roll Call was taken, with the following Board members present Billy Voyles, Elizabeth Houser, Marsha Kirby, John Fayhee, Arlene Aschermann, John Vander Burgh Todd Maxedon, Tyler Graven. Absent: Elizabeth Houser

There were 37 people in attendance, which included eight Board members and Chief Deputy County Clerk Pam Wittkowski.

Mission Statement: read by John Fayhee.

Minutes: Aschermann moved to approve the March 18, 2022, County Board Special meeting minutes. Kirby seconded said motion, which passed by roll call vote. (7 yes, 0 no)

Graven moved to approve the April 14, 2022, County Board meeting minutes. Maxedon seconded said motion, which passed by roll call vote. (7 yes, 0 no)

Guest Speaker: None

Unfinished Business: Voyles moved to accept the letter of resignation from Larry Baker, resigning from the Moultrie County Board and as Chair of the Board, effective March 23, 2022. Aschermann seconded said motion, which passed by roll call vote. (7 yes, 0 no)

Voyles moved to accept the letter of resignation from Highway Engineer Jeff Birch, effective August 31, 2022. Maxedon seconded said motion, which passed by roll call vote. (7 yes, 0 no)

Appointments by Chair:

Voyles moved to appoint Travis Phelps to the Moultrie County Board, effective immediately. Graven seconded said motion, which passed by roll call vote. (7 yes, 0 no)

Voyles moved to appoint Marsha Kirby as Vice Chair to the Moultrie County Board. Aschermann seconded said motion, which passed by roll call vote. (7 yes, 0 no, with Kirby having abstained)

Voyles moved to appoint Mary Kristine Hart as Planning and Zoning Director with starting salary of $45,000. Aschermann seconded said motion, which passed by roll call vote. (6 yes, 0 no, with Vander Burgh and Phelps having abstained)

Voyles moved to appoint the following to the Board of Review: Robert L. Elder, Steven W. Mayberry, Dr. Gregory Mauck with terms to expire May 31, 2024. Graven seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Voyles moved to appoint Mike Jennings as Moultrie County Illinois Emergency Management Agency (IEMA) Director with a starting salary of $19,000. Aschermann seconded said motion, which passed by roll call vote. Aschermann seconded said motion, which passed by roll call vote. (6 yes, 0 no with Vander Burgh and Phelps having abstained)

Voyles moved to appoint Tyson Grooms and Michael McDaniel to the Moultrie County Zoning Board of Appeals, to expire May 2027. Voyles explained that Korey Wiley was on the agenda to be appointed at this time; however, Wiley and Grooms both lived in the same Township, and only one member, per Township was allowed by law. Graven seconded said motion, which passed by roll call vote. (8 yes, 0 no)

NEW BUSINESS:

STANDING COMMITTEES

BUDGET AND FINANCE COMMITTEE (Chair: Vander Burgh)

Vander Burgh moved to accept the Treasurer’s report for April 2022. Aschermann seconded said motion, which passed by roll call vote. (7 yes, 0 no, with Phelps having abstained)

Vander Burgh moved to approve all claims as presented. Maxedon seconded said motion, which passed by roll call vote. (7 yes, 0 no, with Phelps having abstained)

Voyles moved to adopt the Resolution for Setting the Salary of the Moultrie County Sheriff in accordance with IL HB 4800 (PA 102-0699). Kirby seconded said motion, which passed by roll call vote. (8 yes, 0 no).

BUILDING AND GROUNDS (Chair: Graven)

Voyles moved to approve the Joint Funding Agreement for CH8, 19-000-00-00- PV. Graven seconded said motion, which passed by roll call vote. (7 yes, 0 no, with Phelps having abstained)

Voyles moved to approve Supplement to the Preliminary Agreement with Cummins Engineering, for Section 20-00031-00-SD. Aschermann seconded said motion, which passed by roll call vote. (7 yes, 0 no, with Phelps having abstained)

Voyles moved to approve the Preliminary Agreement with Cummins Engineering, for Section 21-04132-00-DR. Graven seconded said motion, which passed by roll call vote. (7 yes, 0 no, with Phelps having abstained)

Meeting held May 6, 2022

Maxedon moved on the application by Stacey Clark to allow the Rezoning of PIN 08-08-29-100-006, 963 CR 700 E, Sullivan, IL from R-4 to C-2 for an Airbnb. Aschermann seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Maxedon moved on the application by Nelson Jess to deny the Variance to build a barn on the South property line on PIN #06-06-24-000-310, 1612 CR 1725E, Sullivan, IL. Graven seconded said motion, which passed by roll call vote. Variance denied. (8 yes, 0 no)

PUBLIC HEALTH, SAFETY AND WELFARE (Chair: Aschermann) Committee did not meet.

Kirby move to hire a new maintenance supervisor three months in advance for training with Rick Matthews. Aschermann seconded said motion, which passed by roll call vote. (8 yes, 0 no)

AMERICAN RESCUE PLAN ACT (ARPA) (Chair: Stephanie Helmuth) Committee did not meet.

COUNTY EMPLOYEE HANDBOOK

Committee met April 25, 2022.

WIND ENERGY CONVERSION SYSTEM (WECS) (Chair: Voyles) Committee met April 25, 2022.

Voyles moved to adopt Ordinance to Prohibit the Construction, Implementation, and Use of Wind Energy Conversion Systems in Moultrie County, Illinois. Maxedon seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Voyles stated that the motion to accept the drafted amendment to Zoning Ordinance 77-1, Article 18.1, Paragraph 7 (18.1(7)) of Moultrie County, Illinois was not necessary due to the previous motion to adopt the Ordinance to Prohibit the Construction, Implementation, and Use of Wind Energy Conversion Systems in Moultrie County, Illinois passed. Therefore, Voyles made the motion to table the drafted amendment to Zoning Ordinance 77-1, Article 18.1, Paragraph 7 (18.1(7)). Graven seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Voyles moved to accept the resignation of Howard Sanders from the Zoning Board of Appeals, effective immediately. Kirby seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Voyles moved to approve the Agreement between the University of Illinois Extension and Moultrie County for levy/appropriating $60,042 contribution for FY

7/01/2022 to 6/30/2023. Maxedon seconded said motion, which passed by roll call vote. (7 yes, 0 no, with Phelps having abstained)

Voyles moved to approve the Resolution to Adopt Vehicle Log for Mileage Reimbursement. Graven seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Voyles moved to accept the Notification of Intent from the Democratic and Republican County Central Committees stating that a list of qualified Election Judges will be presented to the Board in June. Aschermann seconded said motion, which passed by roll call vote. (8 yes, 0 no)

Voyles moved to stop collecting COVID time-card data and paying for COVID time off. Kirby seconded said motion, which passed by roll call vote. (8 yes, 0 no)
