City of Clinton City Council met Nov. 15.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, November 15, 2022 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Wise, Ballenger, and Edmunds were present.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the regular meeting of November 1, 2022 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik reported the houses on Quincy St. & Maple St. have been torn down and waiting for the contractor to bring in black dirt and seed the area. He asked Council if they wanted to proceed with looking into tearing down 216 E. Adams St. and they all consented to proceed with looking at the budget and go from there.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported that the leaf vacs are out and going strong. There are a lot of leaves so some of the zones are taking two days to get through. He wanted to remind the citizens to not put the brush in with the leaves because they won’t be able to pick-up the leaves. The vacs will run until the end of the month and maybe a little longer if necessary. Next week will be the last brush pick-up until March unless there is a storm. He also stated since the City did away with the Cemetery department and placed those employees in other departments and that department took care of the snow removal on the Square and now we are short 3 people because we haven’t replaced Bob Hawes and 2 are on medical leave and there is an Ordinance in the City Code book 7-5-11 that

the businesses are required to remove the snow from the store front to the curb and then the City will remove it from there. Commissioner Buchanan will be going around and talking to the business owners regarding this. He also stated that the Christmas decorations are in the process of being put up.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the gear box in the lime silo needs replaced and the chlorine pump needs worked on, and they are trying to get another back-up so they will have 3 on hand. The departments worked on the property next to the house that was torn down on Quincy St. to remove some concrete and get everything cleaned up.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported a tree came down at the Cemetery in the strong wind and it has been taken care of and he thanked the Street Dept. He also stated the new Firetruck won’t be here until next August.

Fire Chief Stephen Page placed On File the Purchase of 43 Pagers for the Fire Dept. from Beck Tech Inc. in the amount of $20,000.00.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds asked City Treasurer, Clint Lichtenwalter to report on the Sales Tax which was down $5,400 compared to this time last year and the Non-Home Rule Sales Tax was down just a little over $3,000.

NEW BUSINESS

On File – Annual Levy – Levy Hearing will be December 6th at 6:45 p.m.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to hold a closed session for Approval of Closed Session Minutes and Employment of Employee. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger, and Mayor Cyrulik voted “Yes.”

City Attorney, John Hoblit stated there will be an Annexation Agreement Hearing at 6:55 p.m. right after the Levy Hearing on December 6th.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to adjourn the meeting. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes.”
