City of Clinton City Council met Feb. 20.

Here are the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, February 20, 2024 at 7:00 p.m. Acting Mayor Thomas Edmunds, presiding. On roll call, Commissioners Ballenger, Buchanan, and Wise were present.

PUBLIC PARTICIPATION

None

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the minutes of the regular meeting of February 6, 2024 be approved as submitted. On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Acting Mayor Edmunds voted “Yes.”

The bills and payroll were read.

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Wise, Ballenger, Buchanan, and Acting Mayor Edmunds voted “Yes.”

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Acting Mayor Edmunds had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan had no report.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the department is catching up since the cold spell and found some leaks going into the storm sewers and dealing with the fiber optic crews.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported he has been talking with City Administrator, Taylor Baxter on improving the Parks and Taylor stated he is doing research on that subject.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had no report.

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the Purchase of two (2) 2024-2025 Ford Police Interceptor Utility Vehicles for the Police Dept. from Morrow Brothers Ford in the amount not to exceed $110,000.00. On roll call vote, Commissioners Ballenger, Buchanan, Wise, and Acting Mayor Edmunds voted “Yes.”

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adopt Ordinance #1595, Ordinance Authorizing the Sale of Excess Personal Property (two (2) 2017 Ford Police Interceptor Utility Vehicles). On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Acting Mayor Edmunds voted “Yes.”

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger to approve the Bid for the Water Treatment Plant PLC and SCADA Improvements from Weber Electric, Inc. in the amount of $131,400.00. On roll call vote, Commissioners Wise, Ballenger, Buchanan, and Acting Mayor Edmunds voted “Yes.”

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the New Website for City Hall with Apptegy in the amount of $17,967.00. On roll call vote, Commissioners Ballenger, Buchanan, Wise, and Acting Mayor Edmunds voted “Yes.”

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve Resolution 2024-2, Resolution for Maintenance Under the Illinois Highway Code (2024 MFT Summer Maintenance in the amount of $100,000.00). On roll call vote, Commissioners Buchanan, Wise, Ballenger, and Acting Mayor Edmunds voted “Yes.”

NEW BUSINESS

Written motion was made by Acting Mayor Edmunds and seconded by Commissioner Wise to approve Resolution 2024-3, Resolution Authorizing Warner Hospital to Acquire Credit Card. On roll call vote, Commissioners Wise, Ballenger, Buchanan, and Acting Mayor Edmunds voted “Yes.”

On File – Construction Bids for Park Lane West Subdivision – Feutz Contractors, Inc. – $1,317,166.00 & Burdick Company - $2,248,191.00

The Council wished the City Clerk good luck in her retirement and presented her with a plaque with the Key to the City.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Ballenger, Buchanan, Wise, and Acting Mayor Edmunds voted “Yes.”
