Barclay Public Library District Board met Oct. 15.

Here is the minutes provided by the board:

The Truth in Taxation Hearing was called to order by President Rita Ham at 6:50 p.m. and closed at 7:00 p.m. There was no public participation.

President Ham called the regularly scheduled meeting to order at 7:00 p.m. There were no remarks from the public.

ROLL CALL: Jenny, Jean, Sue, Kay and Lacey were present.

BILLS: Motion by Jenny, second by Jean to approve payment of the September bills. All aye

TREASURER’S REPORT: filed for audit

SECRETARY’S MINUTES: Motion by Jean, second by Sue to accept the September minutes as amended. All aye

LIBRARIAN’S REPORT

 Library Card Sign Up Month went well, with 15 new cards issued and 26 renewed.

 The LSTA grant for large-print books is wrapping up. 181 new large-print materials.

 Carpets and soft chairs were cleaned on Columbus Day.

 The second payment of Macon County tax income has been received.

 The annual Financial Review will be performed on Nov. 1.

 Lacey attended a session on records’ retention at IHLS Member Day and is working on retaining emails and the security camera.

EXECUTIVE SESSION

 Motion by Jean, second by Jenny to enter Executive Session for the purpose of discussing 5 ILCS 120/2 (c)(1) the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body. All aye

 Motion by Jean, second by Sue to re-enter regular session. All aye PRESIDENTS’S REPORT: Rita highlighted her attendance at the ILA Annual

Conference.

BUSINESS

 Motion by Kay, second by Jean to approve Levy Ordinance FY2018-19-5.

Roll call vote: 5-0 in favor

 Motion by Jenny, second by Sue to approve the Personnel Policy as amended. All aye

 Motion by Jean, second by Kay to approve the Milestone Recognition Policy as amended.

 Motion by Jean, second by Kay to approve five weeks of vacation time for Lacey. Vacation cannot be carried over into the next fiscal year, in accordance with the Personnel Policy, and no more than two weeks can be used consecutively.

 The board reviewed Chapters 6-8 of the Trustee Facts File. 

PERSON OF THE MONTH: Chris Howell helped Georgie bring Halloween decorations in from the shed.

 Friends meeting: October 22, 2018 at 6:30 p.m.
