City of Decatur City Council met Jan. 22.

Here is the minutes provided by the council:

On Tuesday, January 22, 2019, the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chambers, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Bill Faber, Lisa Gregory, David Horn, Pat McDaniel, and Dana Ray were present. Councilman Chuck Kuhle was absent. Mayor Julie Moore Wolfe declared a quorum present.

Interim City Manager Billy Tyus attended the meeting as well.

Mayor Julie Moore Wolfe led the Pledge of Allegiance.

Mayor Julie Moore Wolfe called for Appearance of Citizens.

Marty Watkins suggested that the City of Decatur may want to look into a co-op with Macon County for the proposed Macon County Recycling Center.

The minutes of the January 14, 2019 Special City Council meeting were presented. Councilman Pat McDaniel moved the minutes be approved as written; seconded by Councilwoman Dana Ray and on call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Pat McDaniel, Dana Ray and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

With there being no unfinished business; Mayor Julie Moore Wolfe called for New Business.

Millikin University student Julisa Sierra read a proclamation proclaiming the month of January “Human Trafficking Awareness Month”.

Interim City Manager Billy T yus presented the Treasurer’ s Financial Report and responded to questions from Council.

Councilman David Horn and Councilwoman Lisa Gregory gave an update on the Intergovernmental Working Group. Several topics were discussed at the January 14th Intergovernmental Working Group meeting including: joint purchasing projects, equalized assessed valuation, and creation and implementation of a strategic plan. The next Intergovernmental Working Group meeting is scheduled for February 4th at 7am.

R2019-08 Resolution Accepting the Bid of Dunn Company for the purchase of Bituminous Pavement Materials, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Pat McDaniel, Dana Ray and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2019-09 Resolution Accepting the Bid of Beelman Logistics LLC for the purchase of Crushed Stone Aggregate, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Pat McDaniel, Dana Ray and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2019-10 Resolution Accepting the Bid of Coady Supply Co. Inc. for the purchase of Corrugated Steel Pipe, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Pat McDaniel, Dana Ray and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2019-11 Resolution Accepting the Bid of VCNA Prairie LLC for the purchase of Portland Cement Concrete, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Pat McDaniel, Dana Ray and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2019-12 Resolution Accepting the Bid and Authorizing the Execution of a Purchase Order with Steve's Trucking Inc., for Demolition of Property 965 East Main Street, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Councilmembers thanked city staff for moving forward with demolitions; Interim City Manager Billy Tyus reminded council that they would need to identify a sustainable source of revenue to continue with demolitions.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Pat McDaniel, Dana Ray and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2019-13 Resolution Accepting the Bid and Authorizing the Execution of a Purchase Order with Anderson Backhoe Service Inc., for Demolition of Property 954 South Martin Luther King Jr. Drive, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Pat McDaniel, Dana Ray and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2019-14 Resolution Accepting the Bid and Authorizing the Execution of a Purchase Order with Hutchins Excavating for Demolition of Property 1646 East Prairie Avenue, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Pat McDaniel, Dana Ray and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2019-15 Resolution Accepting the Bid and Authorizing the Execution of a Purchase Order with JRH Services Inc., for Demolition of Property 1850 East William Street, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Pat McDaniel, Dana Ray and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2019-16 Resolution Authorizing the City of Decatur to Provide an Interfund Cash Advance to the Olde Towne TIF Fund, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Pat McDaniel, Dana Ray and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

R2019-17 Resolution Accepting the Bid of Bob Ridings Inc., for the Purchase of One (1) 2019 Dodge Pickup Truck, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Pat McDaniel, Dana Ray and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

Mayor Julie Moore Wolfe called for Consent Calendar Items A and B and asked if any Council member wished to have an item removed from the Consent Calendar. Council did not request to have any items removed. The Clerk read Items A and B:

Item A. Receiving and Filing of Boards and Commissions

Item B. 2019-02 Ordinance Appropriating Additional Monies for the Purpose of Defraying the Expenses for the Fleet Maintenance Fund of the City of Decatur, Illinois for the Fiscal Year Ending December 31, 2018, was presented. Councilman Pat McDaniel moved the Ordinance do pass; seconded by Councilwoman Dana Ray.

Councilman Pat McDaniel moved Items A and B be approved by Omnibus Vote; seconded by Councilwoman Dana Ray, and on call of the roll Bill Faber, Lisa Gregory, David Horn, Pat McDaniel, Dana Ray and Mayor Julie Moore Wolfe voted aye. Mayor Julie Moore Wolfe declared the motion carried.

Mayor Julie Moore Wolfe called for Other Business.

Mayor Julie Moore Wolfe announced that City Manager Scot Wrighton will begin work on March 19.

Councilman David Horn thanked Public Works for their assistance with the Taylorville tornado cleanup efforts and thanked the Police Department for their efforts in the significant reduction in crime rates.

Councilman Bill Faber voiced concerns with the lack of a grocery store in the west end due to the closure of Kroger in Fairview Plaza and would like to know what efforts are being done to replace the store.

Councilwoman Lisa Gregory thanked Public Works for their snow removal efforts.

With no other business, Mayor Julie Moore Wolfe called for Recess to Closed Executive Session under Section 2 Open Meetings Act (c) (1) for the purpose of discussing the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body. Councilman Pat McDaniel moved to Recess to Closed Executive Session; seconded by Councilwoman Dana Ray.

Upon call of the roll, Council members Bill Faber, Lisa Gregory, David Horn, Pat McDaniel, Dana Ray and Mayor Julie Moore Wolfe voted aye voted aye. Mayor Julie Moore Wolfe declared the motion carried.

Council returned to the regular Council meeting following Closed Executive Session. Councilman Pat McDaniel moved the regular Council meeting be adjourned; seconded by Councilwoman Dana Ray. All were in favor by voicing no objections.

Mayor Julie Moore Wolfe declared the regular Council meeting adjourned at 6:30pm.
