City of Clinton Council met Feb. 4.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, February 4, 2019 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Edmunds, Wise and Ballenger were present. Commissioner Crang was absent.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the regular meeting of January 22, 2019 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.
The bills and payroll were read.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Edmunds, Wise and Mayor Cyrulik voted “Yes”.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Mayor Cyrulik reported that the City received the news that Tractor Supply is coming to town and will be located in the vacant Walmart building and that Goodwill will also be located in the west part of the vacant Walmart building. The City welcomes them to our town and we are here to help anyone wanting to come to our town.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Crang was absent.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported that the water meter replacement project is going well and there will be some training in the office next week on the new program and one of the girls in the office will go to school for more training. The Mayor also stated citizens need to check their water lines in the subzero temperatures so their pipes won’t freeze and bust.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger reported there was a huge water issue at R R Donnelly where the sprinkler system went off in the office area and the Water Dept. was called at 3:00 a.m. to help with the situation and he thanked them. He also stated that the yearly ladder inspection was done on the trucks and the gentleman doing the inspection complimented how clean and taken care of the trucks were. He stated the volunteer firemen will be installing smoke alarms wherever they are needed when they start their fundraising efforts for the training facility, which was inspected by an architectural firm and they stated everything was fine.
Blake West reported that the ISO Program (rates your Fire Dept., Municipal Water System and the Dispatch Center) which is a five year inspection. They spent 200 hours inspecting everything. He stated nine years ago the City was rated a 6 and seven years ago a 5 and now we are rated a 4 which is excellent. This is a rating for homeowner’s insurance.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds had no report.
UNFINISHED BUSINESS
Written motion was made by Mayor Cyrulik and seconded by Commissioner Edmunds to approve Resolution 2019-1, A Resolution Authorizing Execution of a Redevelopment Agreement Between the City of Clinton, Illinois and Sorrento’s Pizza Clinton Inc. On roll call vote, Commissioners Edmunds, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the Purchase of Communication Equipment for the Fire Dept. with the Funds from a Nuclear Regulatory Grant in the amount of $17,525.67. On roll call vote, Commissioners Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.
NEW BUSINESS

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to adjourn the meeting. On roll call vote, Commissioners Ballenger, Edmunds, Wise and Mayor Cyrulik voted “Yes”.
