City of Sullivan City Council will meet June 10

City of Sullivan City Council will meet on Wednesday, July 10.

Here is the agenda provided by the council:

1. The City Council of the City of Sullivan, Illinois, met in regular session  at 7: 00 p.m. at the Elizabeth Titus Memorial Library, 2 West Water Street, Sullivan. The meeting was called to order by Mayor Glazebrook. A roll call was taken.

2. Mayor Glazebrook asked if there were any comments from the public in attendance. Gerry Wood thanked the city for the placement of flags around the community. Mike Keown spoke on behalf of the American Legion, requesting assistance from the Street Department for road closings for the 4th of July fireworks as has been done in previous years. 

3. - Lee Beckman of Milano & Grunloh Engineering was present to discuss city projects. He reported that they are working on the ITEP & DCO grants and there will be a public hearing scheduled for these in the future. There is a meeting scheduled Wednesday with rural development for proposed water plant improvements. The firm has also submitted an estimate for the Corey avenue reconstruction project.

4. Mayor Glazebrook read the items on the consent agenda: 

Approval of minutes of the previous regular meeting held May 28, 2019 

Approval of claims except those in the TIF IV funds 

Approval of consulting contract with Monte Johnson

A motion was made by Commissioner Hargis and seconded by Commissioner Sherwood that the consent agenda be approved as presented. Upon a roll call being taken, the results were as follows:

and the motion was declared carried by omnibus vote

5. . Mayor Glazebrook asked that Tebbe Excavating be pulled from the TIF IV claims. A motion was made by Commissioner Woodworth and seconded by Commissioner Sherwood to approve the remaining claims for TIF IV. Upon a roll call being taken, the results were as follows:

and the motion was declared carried

6. Commissioner Sherwood reported that the Civic Center will be closed during the fourth of July. During that time employees will be working on resurfacing the pool deck area and locker rooms. She reported that park employees have been spreading mulch and cleaning up flower beds. There are also plans to move a power line at the southwest entrance of the park. 

7. Commissioner Fowler reported that he has been gathering information to address linemen wages. 

8. Commissioner Woodworth met with Moultrie County Rural Water to discuss restoring Sullivan water service to the areas of Lakeside Villa and South Shores. Mattoon is currently providing water to these areas due to a leaking main under the lake that had to be shut off. Rural water will meet with their district engineer to prepare a cost estimate for the possibility of replacing a water main at a different location to reroute Sullivan water to these areas. Commissioner Woodworth has been collecting water samples in various locations within the city and adjustments are being made to improve water quality. He also reported he will be at a water conference and won' t be in attendance at the June 24th council meeting. 

9. Commissioner Hargis reported that the street department has continued picking up brush, filling potholes and working on a storm sewer project. She attended a meeting with Lee Beckman to begin researching possible options to repair Corey Avenue. 

10. A motion was made by Commissioner Hargis and seconded by Commissioner Fowler to waive formal bidding and approve the purchase of an Elgin Pelican model street sweeper from Key Equipment, Inc. for$ 218, 672. 15. Mayor Glazebrook explained that this street sweeper is similar to the City' s previous machine and uses brushes instead of vacuums. A maintenance plan was included with the purchase of this sweeper. Commission Hargis reported that the street sweeper should be here later this week. Upon roll call being taken the results were as follows:

11. Mayor Glazebrook reported that he met with the economic development board and was encouraged by development ideas for the community. He recommended the public take part in the farmer' s market and thanked the former council for the pavilion and the opportunity it has provided. The Chamber is currently looking to increase the number of vendors participating in the market. Mayor Glazebrook informed the public that town wide cleanup will be taking place on July 13th for the north end of town and July 20th for the south end of town. He also stated that the departments will be attending safety training next week.

12. Jeff Cuttill gave a presentation on owning chickens. Mr. Cuttill currently has four hens in city limits and was unaware there was an ordinance against this. He would like the council to consider changing the ordinance to allow chickens in the city limits. It was explained that he collects eggs from the chickens and uses the waste as fertilizer. He stated that as long as the coop and run are maintained that it will not smell. Mr. Cuttill provided Mayor Glazebrook with a hen ordinance from the City of Champaign and stated that he basically follows that ordinance. He provides a run' for his chickens and provides heat for them in the winter. When asked about varmint, he said he does live trap and relocate varmint but hasn't noticed an increase in numbers.

13. A motion was made by Commissioner Hargis and seconded by Commissioner Sherwood to eliminate the residency requirement of five air miles from the courthouse for city employees. Commissioner Hargis explained that this is limiting our hiring options and believes it is the responsibility of the employee to arrive to work on time. She stated that some technical jobs will require a larger pool to find qualified individuals. Commissioner Fowler explained that the gas and electric departments have a response time and this could be an issue. Dan Flannell explained that the five mile limit is currently outlined in union contracts and would need to be removed or modified if the restriction is removed. Upon roll call being taken, the results were as follows

17. A motion was made by Commissioner Woodworth and seconded by Commissioner Sherwood that the meeting be adjoined. Upon roll call being taken, the results were as follows:
