Public Forum - This is a meeting of the Mayor and the Village Board and is open to the public. At this time, the public will have the opportunity to express views to the Board members. Comments will be limited to three (3) minutes.

Mayor Wells called the Meeting of the Mt. Zion Village Board of Trustees to order at 5:15 p.m. in the Village Hall Board Room. The following Board Members were present for roll call: Ron Johnson, Ellen Ritchie, Donna Scales, Wendy Kernan, and Kevin Fritzsche. Also present were Village Administrator, Julie Miller, Director of Public Works, Chad Reynolds, Chief of Police, Adam Skundberg, Director of Parks and Recreation, Tiffany Wilson, Event Coordinator, Tiffany Ball, Village Treasurer, Corey Mckenzie, Village Attorney, Ed Flynn, and Village Clerk, Dawn Reynolds. Mike Mose was absent.

Pledge of Allegiance

Public Forum: Six (6) people were present. No one wished to address the Board at this time.

Consent Agenda: A motion was made by Trustee Kernan to approve the Consent Agenda as presented, seconded by Trustee Ritchie. A breakdown of Fund Warrants for the period ending May 20, 2019 is as follows: General Fund - $75,556.01, Convention Center - $5,490.32, Motor Fuel Tax - $907.15, Water Revenue Fund - $73,046.70, Sewer Revenue Fund - $24,987 49, and 2009 Fletcher/TIF B/1 Repay - $17,261.75. A roll call vote was taken: Johnson-yea, Ritchie-yea, Scales-yea, Kernan-yea, and Fritzsche-yea. Motion carried 5-yea, O-nay, 1-absent.

Presentation of the 2013-2017 Motor Fuel Tax Compliance Review Report: Treasurer McKenzie shared the Village's Motor Fuel Tax Compliance Review Certificate for the period of January 1, 2013 through December 31, 2017. No major findings were found during IDOT's review.

Request and Approval of Travel Expenses - Lucas Williams - IML Newly Elected Officials Workshop: Administrator Miller presented a travel expense request for new Mayor Lucas Williams to attend the IML Newly Elected Workshop in Champaign with mileage reimbursement at the $.58 per mile rate established by the US General Services Administration:

A motion was made by Trustee Fritzsche to approve the request for mileage reimbursement after the time of travel for Mayor Williams pursuant to the Village's travel expense reimbursement policy, seconded by Trustee Johnson. A roll call vote was taken: Johnson-yea, Ritchie-yea, Scales-yea, Kernan-yea, and Fritzsche-yea. Motion carried 5-yea, O-nay, 1-absent.

Presentation of Oaths of Office - Newly Elected Mayor Lucas Williams, Re-Elected Trustees Wendy Kernan, Ellen Ritchie, Mike Mose and Kevin Fritzsche: Clerk Reynolds administered Oaths of Office. New seats were taken and Mayor Williams continued the meeting.

Presentation of Appreciation for Retiring Mayor Mark Wells and Trustee Ron Johnson: Administrator Miller presented a gift of appreciation to Mark Wells and Ron Johnson as their service has been appreciated by staff and residents.

Appointment and Confirmation of Commissioners – Planning Commission & Zoning Board of Appeals and Parks & Recreation Commission: Administrator Miller presented for consideration the reappointment and confirmation of Dave Burge, Doug Antonelli, and Travis Foreman for 4-year terms expiring 2023 to the Planning & Zoning Commission. Miller also presented for consideration the reappointment and confirmation of Melissa Hahn, Marianne Stenger, and Aaron Ridenour for 4 year terms expiring 2023 to the Parks & Recreation Commission.

A motion was made by Trustee Scales to approve and confirm the listed reappointments as presented, seconded by Trustee Kernan. A roll call vote was taken: Ritchie-yea, Scales-yea, Kernan-yea, and Fritzsche-yea. Motion carried 4-yea, O-nay, 1-absent, 1-vacant.

Administrator & Staff Items: Staff congratulated and welcomed the new Mayor and Trustees and thanked Mark Wells and Ron Johnson for their service.

Trustees welcomed Mayor Williams and thanked Mark and Ron for their service.

Mayor Williams appreciated the opportunity to serve and is looking forward to working with everyone.

Adjournment: A motion was made by Trustee Fritzsche to adjourn the May 20, 2019 Village Board meeting, seconded by Trustee Kernan. A voice vote was unanimous; motion carried. The meeting was adjourned at 5:29p.m.
