City of Decatur City Council met Aug. 19.

Here is the minutes provided by the council:

Mayor Julie Moore Wolfe presided, together with her being Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, and Bill Faber. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens.

Mr. Mark Girdler expressed concerns regarding a finance committee meeting that he attended held at the Decatur Public Library.

Ms. Kim Soman Deatherage, owner of Novel Ideas Books and Gifts raised concerns over the new layout of the Decatur Public Library parking lot.

Mr. Adam Ruderman, President of Decatur Firefighters’ Pension Fund provided remarks in response to information shared at the August 6th, 2019 City Council study session regarding public safety pension obligations.

Ms. Dianna Pace thanked council and city staff for attending the West End Neighborhood Watch Group meeting. The meetings are held at Westminster Presbyterian Church on the second Thursday of every month at 6:30pm.

With no other Appearance of Citizens, Mayor Moore Wolfe called for Approval of Minutes.

The minutes of the August 5th, 2019 and August 6th, 2019 City Council meetings were presented. Councilman Pat McDaniel moved the minutes be approved as written; seconded by Councilwoman Lisa Gregory and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Unfinished Business. With no Unfinished Business,

Mayor Moore Wolfe called for New Business.

Finance Director Gregg Zientara presented the Treasurer’s Financial Report.

R2019-114 Resolution Authorizing Renewal of Tyler Technologies Inc. Maintenance Support - Incode Court Case Management Suite, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2019-104 Ordinance Extending a Temporary Moratorium on the Enforcement of Chapter 48 Section 8 Weeds, was presented. Councilman Pat McDaniel moved the Ordinance do pass; seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Rodney Walker, Bill Faber, and Mayor Moore Wolfe voted aye. Councilman McDaniel voted nay. Mayor Moore Wolfe declared the motion carried.

2019-105 Ordinance Granting a Conditional Use Permit (CUP) to Allow for a Day Care Home, Large in an Existing Residence, proposed to be Consolidated with Another Single-Family Residence Zoned R-3 Single-Family Residence District 642 South Oakland Avenue and 1090 West Tuttle Street, was presented. Councilman Pat McDaniel moved the Ordinance do pass; seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-115 Resolution Authorizing the Purchase of 3915 Faries Parkway for the Improvement of Brush College Road over Faries Parkway and the Norfolk Southern Railroad Tracks, City Project 2009-33, Section 09-00933-01-BR, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Lisa Gregory.

Mr. Matt Newell explained that the city offered the appraisal price and negotiated with the owner on a bit higher price than the appraisal price.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-116 Resolution Authorizing a Local Public Agency Agreement for Federal Participation for the Relocation of Utilities and the Purchase of Right of Way for the Improvement of Brush College Road over Faries Parkway and the Norfolk Southern Railroad Tracks, City Project 2009-33, Section 09-00933-01-BR, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-117 Resolution to Appropriate State Motor Fuel Tax Funds to Pay the City's Portion of the Local Agency Agreement for the Improvement of Brush College Road over Faries Parkway and the Norfolk Southern Railroad Tracks City Project 2009-33, was presented.

Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Lisa Gregory.

City Manager Wrighton and council responded to Anthony Chapple’s questions in regard to the distribution of local motor fuel tax funds.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-118 Resolution Approving an Agreement for Reimbursable Utility Adjustment Between the City of Decatur and Ameren Illinois Company to Relocate Their Electrical Substation Located at 1840 North Brush College Road, was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Lisa Gregory.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-119 Resolution Accepting the Bid of Dinges Fire Company for the Purchase of Firefighting Turnout Gear for New Hires and for Replacement Gear as Required, was presented.

Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Lisa Gregory.

Fire Chief Jeff Abbott explained that the Fire Department tries to replace 20 to 25 sets of turnout gear every year.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2019-120 Resolution Authorizing Agreement City of Decatur, Illinois, Near West Side Restoration and Preservation Society, 1004 W. Wood St., was presented. Councilman Pat McDaniel moved the Resolution do pass; seconded by Councilwoman Lisa Gregory.

Corporation Counsel Wendy Morthland explained the purpose of a receivership agreement.

Upon call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat

McDaniel, Rodney Walker, Bill Faber, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Consent Calendar Items A. through J. and asked if any Council member wished to have an item removed from the Consent Calendar. No Council member wished to remove any item from the Consent Calendar. The Clerk read Items A. through J:

Councilman Pat McDaniel moved Items A. through J. be approved by Omnibus Vote; seconded by Councilwoman Lisa Gregory, and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Julie Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Unfinished Business.

Councilman Horn remarked that there is street parking and ample parking spaces in the parking garage to handle library parking under most circumstances and a large expansive parking lot is not the best use of public property when the population has declined and fewer library items are being loaned.

City Manager Wrighton reported that the dredging equipment should be removed from the lake by the end of the year.

Councilman Walker thanked council and city staff for attending Southside Sunday.

Councilman Faber would like to receive updates on what efforts are being done to bring a supermarket to the west end.

With no other business, Mayor Moore Wolfe called for adjournment. Councilman Pat McDaniel moved the Council meeting be adjourned; seconded by Councilwoman Lisa Gregory and on call of the roll, Council members Lisa Gregory, David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the Council meeting adjourned at 6:20 p.m.
