City of Clinton City Council met Sept. 16.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, September 16, 2019 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Edmunds, Buchanan and Wise were present. Commissioner Ballenger was absent.

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the minutes of the regular meeting of September 3, 2019 be approved as submitted. On roll call vote, Commissioners Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Edmunds and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik read the Constitution Week Proclamation and then the Constitution of the United States Preamble was read.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported this was brush pick-up week and he thanked the other departments for their help.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported everything is running smoothly at the Water Plant. He also wanted to thank all the Agencies for their help in finding the little boy who was lost. He was found safe and sound.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger was absent.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had no report.

UNFINISHED BUSINESS

Written motion was made by Commissioner Wise and seconded by Commissioner Edmunds to adopt Ordinance #1504, An Ordinance Amending Chapter 3 of Title 4 of the City Code of the City of Clinton, Illinois (Brush, Shrubbery & Grass). Commissioner Buchanan reported there will be major changes as the departments are spending 3 months out of the year picking up brush. The size that can be set out will now be a pick-up size load and leaves and grass clippings need to be in brown paper yard waste bags, which are picked up at least once a week. The brush is picked up the 3rd week of the month and you will not be able to set it out any earlier than 7 days prior to that. The department will be suspending brush pick-up the months of December, January and February unless there is a storm. The months of October and November the leaf vac will pick up the leaves. Citizens are urged to use the Yard Waste Facility on Tuesday & Thursday from 4:00 p.m. – 6:00 p.m. (3:00 p.m. – 5:00 p.m. when the time changes) and Saturday 8:00 a.m. – 12:00 p.m. and 1:00 p.m. – 5:00 p.m. On roll call vote, Commissioners Wise, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve the Purchase of an Alley Maintainer for the Street Dept. from Hampton Equipment Inc. in the amount of $14,500.00. On roll call vote, Commissioners Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise to approve the Purchase of a Tractor for the Street Dept. from Central Illinois Ag in the amount of $35,000.00. On roll call vote, Commissioners Buchanan, Wise, Edmunds and Mayor Cyrulik voted “Yes”.

Written motion was made by Mayor Cyrulik and seconded by Commissioner Buchanan to approve Resolution 2019-7, A Resolution Authorizing Execution of Intergovernmental Agreement between the City of Clinton and the City of Maroa for the Purchase of the 2008 Giant Vac in the amount of $5,000.00. On roll call vote, Commissioners Wise, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

NEW BUSINESS

On File – Bids for Kelli Ct. Sidewalk Project – K & K Construction & Concrete – $22,396.00 and Quality Concrete - $18,934.80

On File – Purchase of an Actuator/Water Dept. – Industrial Process Equipment Group – $7,145.66

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
