City of Clinton City Council met Jan. 16.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall, Monday, December 16, 2019 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Wise, Ballenger and Edmunds were present.

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the Public Hearing Annual Levy minutes and the regular meeting minutes of December 2, 2019 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik reported that some of the Council and City Staff attended an Open House hosted by the Clinton Power Plant on Tuesday, December 10th.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported that leaf pick-up with the vac is finished so if you have leaves to be picked up they need to be in brown paper lawn bags and the Street Dept. will pick them up. If you raked your leaves to the curb you will get a warning and possibly a fine. He also stated the department had received many compliments on how well they did picking up the leaves. He thanked the department for working hard on plowing the streets, but wanted to remind citizens of the snow emergency routes and your cars need to be moved off the streets and even side streets if you have any way to get your cars off the street it helps with the plowing of the streets. He also stated the City has received numerous compliments on how nice the decorations on the Square look and thanked the departments for the nice job they did. He wished everyone a Merry Christmas and a Happy New Year.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise had no report but wished everyone a Merry Christmas and a Happy New Year.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger had no report but wished everyone a Merry Christmas and be safe during the holidays.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds had no report and wished everyone a Merry Christmas and a Happy New Year. He also complimented the Street Dept. on a nice job plowing the streets.

UNFINISHED BUSINESS

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve Res. 2019-9, Resolution for Maintenance Under the Illinois Highway Code in the amount of $100,000.00 for 2020 MFT Summer Maintenance. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve the Brush Grinding ($13,600.00) and Leaf Disposal ($16,000.00) at the Yard Waste Facility from R & R Services of Illinois Inc. for a total amount of $29,600.00. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

Commissioner Buchanan stated this is getting pretty expensive so there is a need into looking into finding some ground out in the county that the yard waste can be taken and burned because of the rising cost of disposing of the brush and leaves. He will check with the EPA if this can be done and report back to the Council.

NEW BUSINESS

On File – Resurfacing of Steps/Fire Dept. – Sterling - $5,650.00

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.
