City of Sullivan City Council met Feb. 24.

Here is the minutes provided by the council:

1. The City Council of the City of Sullivan, Illinois, met in regular session beginning at 6: 00 p.m. at the Elizabeth Titus Memorial Library, 2 West Water Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. Mayor Glazebrook asked if there were any comments from the public. Nancy Barker questioned why the council is in a hurry to demolish the Titus Home when there are no plans for the property. Mayor Glazebrook responded that if left standing, the building will start to deteriorate. He mentioned that the land will be incorporated into the park if it isn't used for the Civic Center.

3. Mayor Glazebrook read the items on the consent agenda:

Approval of minutes of the previous regular meetings held February 10, 2020

Approval of claims except those in the TIF IV funds & travel

reimbursement for Commissioner Fowler Approval of Treasurer' s Report for January 2020

A motion was made by Commissioner Woodworth and seconded by Commissioner Sherwood that the consent agenda be approved. Upon a roll call being taken, the results were as follows:

Commissioner Mike Fowler yea

Commissioner Peggy Hargis yea  

Mayor Richard Glazebrook yea

and the motion was declared carried by omnibus vote.

4. A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to approve the claims for TIF IV & travel reimbursement for Commissioner Fowler. Upon a roll call being taken, the results were as follows:

Commissioner Mike Fowler abstain

and the motion was declared carried.

5. Commissioner Sherwood reported that the park employees have been prepping the south diamond, and painting picnic tables and trash cans. The Civic Center is offering a mom and me swim on the first Thursday of every month and will be holding cardboard boat races on April 7th. Blake Eggleston is working on a community survey for input on thoughts, and concerns for the Titus home and the future of the Civic Center.

6. Commissioner Fowler received communication from Marty Thomas of BHMG, confirming that progress is being made on the fuel tank project and should be ready for installation in spring. He had a meeting with Hydro-Gear regarding a solar project, attended a meeting with the Illinois Environmental Council regarding renewables, and attended an IMEA meeting.

7. Commissioner Woodworth reported that the distribution crew has been working with the Street Department on a drainage problem in the northwest part of town. He also addressed a comment about the Sullivan water smelling like pool water and causing dry skin. Commissioner Woodworth explained that the EPA doubled the amount of chlorine required in the distribution system. The water plant has been increasing the chlorine feed rate to comply with these new regulations.

8. Commissioner Hargis thanked the sewer department for their assistance on recent projects. The Street Department will begin working on drainage issues on the north side of town on Tuesday. She reported that half of the concrete at the street shed has been crushed. The bid opening for the Jefferson Street project was held, the project should start on April 1st

9. Mayor Glazebrook confirmed that a bid was received on the Jefferson Street project, adding that the bidder will handle the removal ofthe concrete. Other areas within the city are being looked at for potential sidewalk repair. He attended a meeting in Springfield that addressed the upcoming increase in utility rates.

10. A motion was made by Mayor Glazebrook and seconded by Commissioner Fowler to approve and authorize the demolition of the Titus Home facility and detached apartment located at 513 North Worth Street and to authorize the issuance ofRequests for Proposals for salvage services and demolition services. Dan Flannel explained that there is some anticipation that the Titus property will be occupied by a replacement Civic Center. Removal of the home would be necessary to begin the exploration of a replacement plan. This would also allow time to complete soil testing, environmental studies, and groundwater studies on the property. Any unanticipated issues, such as asbestos removal, could also be addressed at that time. The Historical Society will be allowed to remove things they would like to preserve. The City will also remove items for a memorial to honor Mrs. Titus. Upon a roll call being taken, the results were as follows: ,

11. A motion was made by Mayor Glazebrook and seconded by Commissioner Sherwood to accept the bid of A-1 Fence in the amount of$50,220.00 for

removal of the old fence and install a new fence for the gas department. Upon a roll call being taken, the results were as.follows:

and the motion was declared carried.

12. A motion was made by Commissioner Hargis and seconded by Commissioner Sherwood to approve the execution of a Tax Increment Financing Agreement with the Sullivan Fire & Ambulance District in the amount of$ 211, 198. 00 to provide partial funding for the purchase and equipping of a new ambulance and for upgrades to existing ambulances. Dan Flannell shared that this would be a one-time lump sum pay out. Upon a roll call being taken, the results were as follows:

and the motion was declared carried.

13. A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to adjourn the meeting. Upon roll call being taken, the results were as follows:
