City of Sullivan City Council met March 18.
Here is the minutes provided by the council:
1. The City Council of the City of Sullivan, Illinois, met in a special session at 3: 00 p.m. at the Elizabeth Titus Memorial Library, 2 W. Water Street, Sullivan. The meeting was called to order by Mayor Glazebrook. A roll call was taken.

2. Mayor Glazebrook asked if there were any comments from the public, there were none.
3. City Attorney Andrew Bequette addressed the Council via telephone to explain the ordinance declaring a state of emergency. The ordinance is not required but could be necessary for federal and state assistance if an emergency is declared. The ordinance defines a state of emergency and gives the Mayor the authority to do whatever is necessary to respond to the emergency. Commissioner Woodworth asked for clarification on suspending or limiting the use of water resources. Mr. Bequette explained that this could be utilized if someone is abusing the water supply. The Council agreed that this is something that should be put into place. Should the Mayor become incapacitated, the power would automatically move to the City Administrator until a Mayor Pro Tern can be appointed.
4. Mayor Glazebrook explained that the city could potentially engage in mutual aid agreements with Rural Water and surrounding communities, should they need assistance. The emergency ordinance would also allow the mayor to execute intergovernmental agreements without the approval of the Council. The Moultrie County Health Department is planning a meeting for local officials to discuss options.
5. Mayor Glazebrook addressed emergency planning issues that need to be considered due to the COVID- 19 pandemic. Employees need to use caution while practicing social distancing and hand washing. The departments should evaluate their need for cleaning supplies and PPE. There are gloves available at the office for use by all departments. The Council should look at how their departments will operate should an employee become ill. Dan Flannell shared that he received an email from OSHA requiring signage be placed in all department, this was taken care of this afternoon. Commissioner Fowler asked ifthere was anything the City could do to help employees with child care. Mayor Glazebrook asked him to come up with a plan to present.
6. A motion was made by Mayor Glazebrook and seconded by Commissioner Hargis to immediately suspend all residential utility customer shutoffs due to delayed or missed payments and further suspend residential customer late payment fees or penalties through April 23, 2020. Upon a roll call being taken, the results were as follows:

And the motion was declared carried.
7. A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to adjourn into closed session at 3: 52 p.m. Upon a roll call being taken, the results were as follows:

8. The meeting was reconvened at 6: 14 p. m.
9. A motion was made by Commissioner Hargis and seconded by Commissioner Woodworth that the meeting be adjourned. Upon roll call being taken, the results were as follows:
