City of Clinton City Council met April 6.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session electronically, Monday, April 6, 2020 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds and Buchanan were present.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the minutes of the regular meeting of March 16, 2020 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik reported for everyone to be safe with the virus and to use caution being out in the public by covering your mouth and social distancing. If anyone needs assistance during this time they need to reach out for help.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the department is working on the alleys and wanted to remind citizens that brush can be set out one week prior to the 3rd week of the month for pick up and leaves need to be in the brown paper yard waste bags.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the department is trying to keep the staff apart so two employees work in the morning and two in the afternoon and everything seems to be running smoothly.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger thanked the Police & Fire Depts. for dealing with the public on a daily basis and they are wearing protective equipment and doing a good job. He read a letter from Police Chief Lowers regarding the hiring of a new police officer, Jacob Franklin, who started with the department on Monday, March 30, 2020.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported the Staff at City Hall is doing a good job keeping apart and working different shifts so they are not all at City Hall at the same time.

UNFINISHED BUSINESS

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve the Preliminary Engineering Services Agreement Supplement for the Center St. Project with Cummins Engineering Corporation. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

NEW BUSINESS

On File – Fiscal Year 2021 Budget

On File – Ordinance to Authorize Borrowing a Line of Credit for Warner Hospital & Health Services

On File – Facade Renovation – 205 E. Side Square - $1,309.40 (City’s share) On File – Police Contract

The Mayor announced the Budget Hearing will be April 20, 2020 at 6:45 p.m.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.
