City of Decatur City Council met April 6.

Here is the minutes provided by the council:

The City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, and David Horn participating through electronic attendance pursuant to Governor Pritzker’s Executive Order 2020-07 suspending the requirements of the Open Meetings Act requiring in-person attendance by members of a public body for the duration of the Gubernatorial Disaster Proclamation. Mayor

Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens.

City Manager Wrighton announced that two citizens’ comments were received through email and the comments were forwarded to the Mayor and Council members.

The minutes of the March 16, 2020 City Council meeting were presented. Councilman Pat McDaniel moved the minutes be approved as written; seconded by Councilwoman Lisa Gregory and on call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Unfinished Business.

With no Unfinished Business, Mayor Moore Wolfe called for New Business.

2020-64 Ordinance Declaring Emergency Pursuant to Chapter 46 of the City Code of the City of Decatur, Illinois Pertaining to a Public Health Emergency Caused by the COVID-19 Virus, was presented. Councilman McDaniel moved the Ordinance do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave a brief overview of the Ordinance and explained that the emergency could be ended by either action of the President, Governor or Mayor; or the City Council could vote to end the emergency at a future City Council meeting.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Financial Relief Measures Related to COVID-19 Disruption, was presented.

City Manager Wrighton gave a brief overview of the Financial Relief Measures.

Council held a discussion on health care costs related to COVID-19 along with the items outlined in the Financial Relief Measures.

Councilman McDaniel made a motion to adopt the Financial Relief Measures with the following exceptions: striking the language providing limited relief to landlords in the form of revised deposit rules; adding a survey on the city’s website and Facebook page for the collection of data related to citizens’ needs during COVID-19, the City Manager will address the Council at a later date regarding the use of CDGB funds and boat licenses are not covered in the Financial Relief Measures, seconded by Lisa Gregory.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-57 Resolution Approving a Grant Agreement between the Howard G. Buffett Foundation and the City of Decatur for Revitalization of the Johns Hill Neighborhood, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

Council thanked the Howard G. Buffett Foundation for the contribution that will be used for the Johns Hill neighborhood revitalization effort.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-58 Resolution Authorizing Agreement - Central Illinois Land Bank Authority, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-59 Resolution Repealing Resolution R2020-49 and Authorizing Change Order No. 1 to the Professional Services Agreement with Hanson Professional Services Inc. for Lake Decatur Dam Gates Evaluation City Project 2019-40, was presented. Councilman McDaniel moved the Ordinance do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

Public Works Director Matt Newell explained that necessary language required by State law regarding the issuance of change orders was the reason for the change order.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-60 Resolution Authorizing Water Services Agreement with the Village of Mt. Zion, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe urged citizens to comply with the stay-at-home guidelines issued by Governor Pritzker during the COVID-19 pandemic.

With no Other Business, Mayor Moore Wolfe called for adjournment. Councilman McDaniel moved the Council meeting be adjourned; seconded by Councilwoman Gregory and on call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the Council meeting adjourned at 6:48 p.m.
