City of Decatur City Council met April 20.

Here is the minutes provided by the council:

On Monday, April 20, 2020 the City Council of the City of Decatur, Illinois, met in Regular Meeting at 5:30 p.m., in the Council Chamber, One Gary K. Anderson Plaza, Decatur, Illinois.

Mayor Julie Moore Wolfe presided, together with her being Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn and Chuck Kuhle participating through electronic attendance pursuant to Governor Pritzker’s Executive Order 2020-07 suspending the requirements of the Open Meetings Act requiring in-person attendance by members of a public body for the duration of the Gubernatorial Disaster Proclamation. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens.

With no Appearance of Citizens, Mayor Moore Wolfe called for Approval of Minutes.

The minutes of the April 6, 2020 City Council meeting were presented. Councilman Pat McDaniel moved the minutes be approved as written; seconded by Councilwoman Lisa Gregory and on call of the roll, Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Unfinished Business.

With no Unfinished Business, Mayor Moore Wolfe called for New Business.

Finance Director Gregg Zientara presented the Treasurer’s Financial Report. A study session will likely occur in early May to discuss the financial impact COVID-19 has placed on the city’s budget.

2020-65 Ordinance Regarding Renewal of Liquor Licenses Supplementing Ordinance Declaring Emergency Pursuant to Chapter 46 of the City Code of the City of Decatur, Illinois Pertaining to a Public Health Emergency Caused by the COVID-19 Virus, was presented. Councilman McDaniel moved the Ordinance do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave a brief overview of the Ordinance.

Upon call of the roll, Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-61 Resolution Appointing a New Bond Underwriter - Robert W. Baird & Co. Incorporated, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

Upon call of the roll, Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-62 Resolution Authorizing FTA Capital Grant Agreement, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

Deputy City Manager Jon Kindseth gave a brief overview of the Resolution.

Upon call of the roll, Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

2020-66 Ordinance Approving the Transfer of Volume Cap in Connection with Private Activity Bond Issues, and Related Matters, was presented. Councilman McDaniel moved the Ordinance do pass, seconded by Councilwoman Gregory.

Planning and Development Manager Greg Crowe gave a brief overview of the Ordinance.

Upon call of the roll, Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-63 Resolution Accepting the Bid and Authorizing the Execution of a Contract with Entler Excavating Co. Inc. for the Storm Drainage Project – 2802 N Main Street Junction Chamber, City Project 2015-21, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

Upon call of the roll, Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-64 Resolution to Appropriate Motor Fuel Tax Funds for Traffic Signal Maintenance and Street Maintenance by Municipality Under the Illinois Highway Code, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

Public Works Director Matt Newell responded to questions from Council relating to salt usage costs and the performance of the pothole repair machine.

Upon call of the roll, Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-65 Resolution Authorizing the Purchase of Right-of-Way on the Southeast Corner of Water Street and King Street from Community Health Improvement Center d/b/a Crossing Healthcare, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

Upon call of the roll, Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe called for Other Business.

Mayor Moore Wolfe offered her appreciation to Senator Andy Manar, Senator Chapin Rose, and the Illinois Department of Public Health for their efforts in obtaining COVID-19 testing for Fair Havens Nursing Home staff and residents.

Councilman Kuhle thanked Mayor Moore Wolfe in her efforts of managing the COVID- 19 crisis.

With no Other Business, Mayor Moore Wolfe called for adjournment. Councilman McDaniel moved the Council meeting be adjourned; seconded by Councilwoman Gregory and on call of the roll, Council members Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, David Horn, Chuck Kuhle and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

Mayor Moore Wolfe declared the Council meeting adjourned at 6:10 p.m.
