City of Sullivan City Council met May 11.

Here is the minutes provided by the council:

1. The City Council of the City of Sullivan, Illinois, met in regular session at 6:00 p.m. at the Elizabeth Titus Memorial Library, 2 West Water Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook.

A roll call was taken.

2. Dan Flannell received a citizen inquiry about the City' s policy regarding the use of masks by its employees. Mayor Glazebrook and Dan Flannell met with the department superintendents and asked that they remind their employees of the necessity of using masks when possible and when interacting with the public.

3. Lee Beckman reported that the layout for the water plant projects is in the finishing stages and they will begin working on structural and architectural design. The bid date for the project will in mid- December or January. The DCEO application date has been pushed back from June 30th to September 30th. A public hearing for the grant application will be held June 8th at 6:00 p.m., during the regular council meeting. The grant application for the HSIP grant for Patterson Road will be due in August. A pre- construction meeting will be held on Wednesday morning for the Harrison Street sidewalk project.

4. Mayor Glazebrook read the items on the consent agenda:

Approval of minutes of the regular meeting held April 27, 2020 

Approval of claims except those in the TIF IV funds

A motion was made by Commissioner Fowler and seconded by Commissioner Hargis that the consent agenda be approved. Upon a roll call being taken, the results were as follows:

and the motion was declared carried by omnibus vote.

5' A motion was made by Commissioner Woodworth and seconded by Commissioner Hargis to approve the claims for TIF IV. Upon a roll call being taken the results were as follows:

and the motion was declared carried.

6. Commissioner Sherwood reported that the Civic Center staff have continued to work on updates with their focus on the locker rooms. There are working on the floor, replacing benched and other items that need to be replaced. Director Wendy Elzy met with Treasurer Sarah Golden to discuss the upcoming budget for the Civic Center. There could be a potential increase in the programming budget due to new programming ideas to be implement. Commissioner Sherwood also met with Park Superintendent Ed Moody and Treasurer Sarah Golden to discuss the park budget and will share this information once the plan has been finalized. The Park Department will be planting fourteen new trees in Tabor and Wyman Parks, the trees were donated to the City. She has heard concerns from citizens about the opening of the Civic Center and the ball diamonds at the park. She explained that she has been in contact with Dan Flannell and they are trying to establish a plan addressing how the City will move forward. They are also planning a meeting with the directors of Park Rec to discuss how this should be handled, a decision should be made this week. Commissioner Sherwood informed everyone that the Sullivan High School will be holding a graduation car parade on May 17th at 2:30 p.m.

7. Commissioner Fowler was contacted by Power Plant Superintendent Bret Guin regarding the status of the fuel tank project. Commissioner Fowler explained that he would still like to go ahead with the project but has not solicited bids. The server wall project was completed by the power plant crew. He thanked Ed Briscoe for heading the project and Blake Eggleston for the idea and overseeing the project. The line crew has been working on street lighting, converting the shop lights to LED, replaced a broken pole, tree trimming around lines, attended a safety meeting and attended an equipment training.

8. Commissioner Woodworth reported that the distribution crew is replacing water meters with Nexgrid compatible meters and expects this process to continue through most of the summer. The summer help has been working on painting projects at the sewer plant. The new hand rails for the sewer plant are being installed by Carroll' s Welding, the railing was a requirement ofthe recent OSHA inspection.

9. Commissioner Hargis shared that the Street Department crew is working on road 1200N by installing larger culverts, adding ditches and building up the road. She also reported that the Harrison Street project will be starting soon.

10. Mayor Glazebrook announced that he signed an A.B.A.T.E proclamation for motorcycle awareness month and encouraged the community to watch out for motorcycles. He shared that the town- wide rummage sales will take place on June 5th and 6th. The boy scouts will also be holding their annual cookout at the IGA on that weekend. Mayor Glazebrook has been in contact with the Sullivan American Legion and Bobby Best about the possibility of creating a virtual Memorial Day for citizens that won' t be able to attend. The idea is to film the group marching down Water Street and into the Cemetery, they will stop at the normal spot, taps will be played and the flag will be raised and lowered. He shared that the former Jibby' s building is in the process of being sold and that Doug Wilson donated some contents to the American Legion. He reported that the Washington Street plaza will be put up again this year, it is located east ofThe Little Theatre on the Square. Kathleen Preissing the Americorp volunteer is currently overseas and has been working online. The Gas Department installed two new hitching posts at the park and are installing new nexgrid meters. He encouraged the Council to think about economic development funding, the revolving loan fund and the potential of a proposal for the Terzo ground.

11. Dan Flannell shared that the Library Board is working on a detailed phase in plan for the reopening of the Library.

12. A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to waive formal reading and extend the effective date of Ordinance 20- 3, which implemented the Mayor' s March 18, 2020 Declaration ofEmergency, and the previous suspension of late payment penalties on residential utility accounts, to the date of the next City Council meeting on Tuesday, May 26, 2020. Dan Flannell explained that action is legally required at every meeting to extend the effectiveness of the original Declaration of Emergency. Upon a roll call being taken, the results were as follows:

13. A motion was made by Commissioner Woodworth and seconded by Commissioner Sherwood to waive formal reading and adopt Ordinance 20- 6 revising potions of Chapter 38, Article IV, Division 1 regarding sewer rates and Division 2 regarding water rates ofthe Revised Code of Ordinances. Commissioner Woodworth explained that this is a four percent rate increase on water and sewer rates due to the anticipated building of the new water plant and the installation of the new water meters. This will result in a thirty-eight cent increase in the minimum charge for sewer and a ninety- six cent increase in the minimum charge for water. Upon a roll call being taken the results were as follows:

14. A motion was made by Commissioner Hargis and seconded by Commissioner Fowler to approve the project authorization to Milano & Grunloh for the demolition of the Titus Home property. Mayor Glazebrook explained that the Historical Society has

been through the facility and they are looking at some things. The stain glass window has been removed. Dan Flannell informed the Council that the next step of this process would be to issue a request for proposal. Depending on scheduling, the demolition could possibly be started by late summer. Upon a roll call being taken, the results were as follows:

15. A motion was made by Commissioner Sherwood and seconded by Commissioner Hargis to adjourn to closed session at 6: 37p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of a specific employee. Upon roll call being taken, the results were as follows:

16. Mayor Glazebrook reconvened the meeting at 7:23p.m.
