DeWitt County Board met April 23.

Here is the minutes provided by the board:

Meeting was called to order at 3:06pm by Chairman Newberg, Roll was answered by: Pruser, Redman, Reece, Tilley, Wickenhauser, Ennis, Ferguson, Matthews, Newberg, Nimmo. Pruser, Tilley, Ennis, Matthews by conference call.

To Dana Smith You are hereby directed to call a meeting of the Dewitt County Board. The purpose of said meeting is to conduct the business of the County.

Motion by Wickenhauser second by Tilley to approve County Board Minutes from Feb. 2020. Aye: Pruser, Redman, Reece, Tilley, Wickenhauser, Ennis, Ferguson, Matthews, Newberg. Motion Carried

Motion by Ferguson second by Nimmo to approve Resolution for authorizing the Creation of a Dewitt County Fair. Aye: Pruser, Redman, Reece, Tilley, Wickenhauser, Ennis, Ferguson, Matthews, Newberg, Nimmo. Motion Carried.

David Torbert of DCDC was on Conference call with the board to let them know they are still working with small business. They were recently on the TV program Pursuit Channel a fishing show. They Do plan to report to the board at least quarterly.

The Governor will be opening the lake in the County but not Weldon Springs. Boats will be allowed 2 people per boat.

Motion by Newberg second by Ferguson to appoint Kurt Wells to the Farmer City Fire Protection Dist. With term set to expire on the first Monday in May 2023. Aye: Pruser, Redman, Reece, Tilley, Wickenhauser, Ennis, Ferguson, Matthews, Newberg, Nimmo, Motion

Motion by Newberg second by Pruser to appoint Aaron J Blakely, DDS as member of the DeWitt-Piatt Bi County Health Dept. with term set to expire June 30, 2021. Aye: Pruser, Redman, Reece, Tilley, Wickenhauser, Ennis. Ferguson, Matthews, Newberg, Nimmo. Motion carried.

Motion by Newberg Second by Ferguson to appoint Spencer Thomas to the Kenney Fire Protection Dist. Board of Trustees with term set to expire on April 30, 2023. Aye: Pruser, Redman, Reece, Tilley, Wickenhauser, Ennis, Ferguson, Matthews, Newberg, Nimmo, Motion carried.

Motion by Ferguson second by Tilley to extend Mike Bradford for Sixty days as Zoning Inspector. Aye: Pruser, Redman, Reece, Tilley, Wickenhauser, Ennis, Ferguson, Matthews, Newberg, Nimmo, Motion carried.

Motion by Tilley second by Nimmo to approve the Contract for County Aid, Barnett road Dist. Section 19-01123-00-DR. Aye: Pruser, Redman, Reece, Tilley, Wickenhauser, Ennis, Ferguson, Matthews, Newberg, Nimmo, Motion carried.

Motion by Wickenhauser second by Matthews to approve quote from JLS Marine for repairs to the gas dock ramp. Walkway and finger sections at a cost of $6,924.00. Aye: Pruser, Redman, Reece, Tilley, Wickenhauser, Ennis, Ferguson, Matthews, Newberg, Nimmo, Motion carried.

Motion by Redman second by Ferguson to adopt investment policy for County. Aye: Pruser, Redman, Reece, Tilley, Wickenhauser, Ennis, Ferguson, Matthews, Newberg, Nimmo, Motion carried.

Motion by Redman second Wickenhauser to accept annual treasurer report. Aye: Pruser, Redman, Reece, Tilley, Wickenhauser, Ennis, Ferguson, Matthews, Newberg, Nimmo, Motion carried.

Mr. Markwell informed the board he had been notified by Jim Griffin the Attorney for the wind farm. Griffin was on conference call. Tradewinds would like to be put on the next County Board meeting for a vote on the SUP they have with the county. Other counties are moving forward with things.

Motion by Ferguson second by Ennis to Send a letter to the Governor with regards to opening our region. Aye: Pruser, Redman, Reece, Tilley, Wickenhauser, Ennis, Ferguson, Matthews, Newberg, Nimmo, Motion carried.

The board wants all employees back to work by May 4th in order to be paid or the employee will have to file for unemployment benefits.

Motion to adjourn at 4:23 by Tilley second by Reece with all in favor.

AGREEMENT

This Agreement entered into on the 1st of_May_2020, by and between the COUNTY OF DEWITT, Ştate of Illinois, a body politic, and the CITY OF CLINTON, ILLINOIS, a municipal corporation.

WITNESSETH:

WHEREAS, the governing bodies of the County of DeWitt and City of Clinton, are desirous of entering into a cooperative agreement for the Emergency Management Agency (EMA) of DeWitt County, Illinois; and

WHEREAS, the participating units of government are "units of local government" as defined in Article VII, Section 1 of the 1970 Constitution of the State of Illinois: and

WHEREAS, the 1970 Constitution of the State of Illinois and 5 ILCS 220/1-3 1992 provide authority for intergovernmental cooperation,

NOW, THEREFORE, in consideration of the mutual agreements contained in this agreement, the participating units of local government agree as follows:

1. That the City of Clinton, Illinois, hereby agrees to reimburse the County of DeWitt the sum not exceeding $15,000.00 commencing May 1, 2020 and terminating April 30, 2021. Said payments shall be paid in four quarterly installments of $3,750.00 commencing the 30th day of July, October, January and April upon receipt of invoice.

2. Payments shall be applied to the ordinary operating expenses incurred for the office and field operations of EMA.

3. That should any medical insurance benefits be provided on behalf of said full-time employees, then the County of DeWitt will be responsible for payment thereof.

4. That the full-time employees shall be considered employees of the County of DeWitt, State of Illinois.

CALCULATIONS

BASE SUM $15,000.00

City has agreed to pay:

Base Sum $15,000.00

TOTAL AMOUNT TO BE PAID $15,000.00

PAYMENT SCHEDULE

City pays in quarters (4 pays) as follows:

4 INSTALLMENTS $3750.00
