City of Clinton City Council met June 15.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger, Buchanan were present. Commissioner Edmunds was absent.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the regular meeting of June 1, 2020 be approved as submitted. On roll call vote, Commissioners Ballenger, Buchanan, Wise and Mayor Cyrulik voted “Yes”. Let the record show that Commissioner Edmunds is present.

The bills and payroll were read.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

None

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the Bid has been accepted for the Center St. Project with the State just waiting on a pre-construction meeting and the department is picking up brush this week.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise was glad to be back meeting in the Council Chambers. He reported it is business as usual and the department is patching roadways where they have had to fix leaks. He also stated that the Leak Detection Equipment that was placed On File is the newest model.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported the Cemetery looked good for Memorial Day and the Parks are open along with the Pickleball Courts. He also stated the Fire Dept. got a new hose washer that was ordered several months ago. The Car Cruise Saturday night was very nice.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds was unintelligible due to background noise.

Clint Lichtenwalter, City Treasurer reported the projected decreases due to COVID from the Illinois Municipal League and in house estimates was State Income Tax $703,000, State Use Tax no change, Video Gaming Tax $120,000, Sales Tax $1.39 million, Interest Income $20,000, Motor Fuel Tax $144,500 and Transportation Renewal $108,375 so total projected decrease in revenue is $266,000.

UNFINISHED BUSINESS

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve an Intergovernmental Agreement between the City of Clinton and DeWitt County Emergency Management Agency (EMA) for $15,000.00, which will be paid in four quarterly installments of $3,750.00. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

NEW BUSINESS

On File – Purchase of Leak Detection Equipment/Water Dept. – Subsurface Solutions – $18,354.00

On File – Fire Contract

The Mayor put On File – Ordinance Authorizing Sale of Real Property – 112 W. South St.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Buchanan and Mayor Cyrulik voted “Yes”.
