Village of Mt. Zion Board of Trustees met July 20.

Mayor Williams called the Meeting of the Mt. Zion Village Board of Trustees to order at 5:15 p.m. in the
Village Hall Board Room. The following Board Members were present for roll call: Mike Mose, Chris Siudyla, Wendy Kernan, and Kevin Fritzsche. Also present were Village Administrator, Julie Miller, Chief of Police, Adam Skundberg, Village Treasurer, Corey McKenzie, and Village Clerk, Dawn Reynolds. Donna Scales was absent. Ellen Ritchie arrived at 5:22 p.m.
Pledge of Allegiance
Public Forum: Five (5) people were present. No one wished to address the Board at this time.
Consent Agenda: A motion was made by Trustee Fritzsche to approve the Consent Agenda as presented, seconded by Trustee Mose. A breakdown of Fund Warrants for the period ending July 20, 2020 is as follows: General Fund - $72,257.22, Liability Insurance - $10,000.00, Motor Fuel Tax - $68,273.63, TIF - $2,025.00, Water Revenue Fund - $89,252.55, and Sewer Revenue A roll call vote was taken: Mose-yea, Siudyla-yea, Kernan-yea, and Fritzsche-yea. Motion carried 4-yea, O-nay, 2-absent.
At 5:17 p.m. Mayor Williams exited the board room recusing himself from Agenda Item #1 as he is employed by Scott State Bank.
Consideration and action on an Ordinance Authorizing the lşşue of $1,619,000 General Obligation Refunding Debt Certificates (Limited Tax). Series 2020, of the Village, providing for the security for and means of payment under said Certificates, and Authorizing the Sale of said Certificates to the Purchaser thereof: Administrator Miller presented for consideration an ordinance authorizing the issuance of debt certificates to refinance existing debt certificates issued in 2010 for the Village Hall and Convention Center facility.
Tim King of King Financial Services was present and went over the final pricing with the Board.
A motion was made by Trustee Fritzsche to Approve the Ordinance Authorizing the Issue of $1,619,000 General Obligation Refunding Debt Certificates (Limited Tax), Series 2020, of the Village, providing for the security for and means of payment under said Certificates, and Authorizing the sale of said Certificates to the Purchaser thereof as presented, seconded by Trustee Kernan. A roll call vote was taken: Mose-yea, Siudyla-yea, Ritchie-yea, Kernan-yea, and Fritzsche-yea. Motion carried 5-yea, O nay, 1-absent
Mayor Williams was called back into the meeting at 5:25 p.m.
Discussion and Approval of an Ordinance Establishing Chapter 73: Golf Carts & Off-Highway Vehicles: Administrator Miller presented the Board with the amended ordinance to include the addition of an orange flag at least 6 ft above the ground on all vehicles with a maximum speed under 30 mph and the annual inspection to every other year after the initial safety inspection,

A motion was made by Trustee Mose to Approve the Ordinance Establishing Chapter 73: Golf Carts & Off-Highway Vehicles as presented, seconded by Trustee Ritchie. A roll call vote was taken: Mose-yea, Siudyla-yea, Ritchie-yea, Kernan-yea, and Fritzsche-yea. Motion carried 5-yea, O-nay, 1-absent.
Discussion and Approval of Task Order - MŞA - Mt. Zion Eastside Relief Sewer Design: Administrator Miller presented for consideration a Task Order with MSA in the amount of $59,000 to design the Eastside Relief Sanitary Sewer Project. Heavy rains have caused issues for residences on the eastside of State Route 121. After consulting with an engineer, the sanitary main can not handle the flow rates during large rain events including the new development being added. A preliminary plan to add a relief sewer adjacent to the existing sewer to address the issue has the Public Works Department performing the installation. If at the time of construction, it is decided to contract out the work, additional engineering will be necessary to prepare bid documents and oversee the project with a private contractor. The Village will need to pursue an IEPA low interest loan to do the project. Sewer rates may need to be adjusted to satisfy the IEPA to obtain the loan.
A motion was made by Trustee Siudyla to Approve the Task Order in the amount of $59,000 with MSA and Authorize the Village Administrator to Execute the Task Order as presented, seconded by Trustee Kernan. A roll call vote was taken: Mose-yea, Siudyla-yea, Ritchie-yea, Kernan-yea, and Fritzsche-yea. Motion carried 5-yea, O-nay, 1-absent.
Discussion and Approval of an Ordinance Amending the Budget for Fiscal Year 2020 - Sewer Fund: Administrator Miller presented for consideration an Ordinance Amending the Budget for Fiscal Year 2020 for the Sewer Fund due to the Mt. Zion Eastside Relief Sewer Project. The original budget amount was $508,350. The ordinance raises the budget amount to $567,350.
A motion was made by Trustee Ritchie to approve the Ordinance Amending the Budget for Fiscal Year 2020 as presented, seconded by Trustee Mose. A roll call vote was taken: Mose-yea, Siudyla-yea, Ritchie-yea, Kernan-yea, and Fritzsche-yea. Motion carried 5-yea, O-nay, 1-absent.
Discussion and Approval of an Ordinance Amending Section 51.30 Building Sewers and Connections: Administrator Miller presented for consideration an ordinance amending the Village's sewer ordinance to require all new construction with a basement or new construction where the elevation of the sanitary sewer would be below the sewer main to install an overhead sanitary sewer system. The installation of an overhead sanitary sewer system is to save the Village from potential liability issues and save the homeowner money and aggravation dealing with a sewer backup.
A motion was made by Trustee Kernan to approve the Ordinance Amending Section 51.30 Building Sewers and Connections as presented, seconded by Trustee Fritzsche. A roll call vote was taken: Mose-yea, Siudyla-yea, Ritchie-yea, Kernan-yea, and Fritzsche-yea. Motion carried 5-yea, O-nay, 1 absent.
Administrator & Staff Items: Treasurer McKenzie informed the Board of the $240,629 allotment reimbursement to the Village for COVID-19 supplies.
Administrator Miller informed the Board of the special County meeting tonight to discuss the shortage of tax disbursements to local taxing bodies.
Adjournment: A motion was made by Trustee Fritzsche to adjourn the July 20, 2020 Village Board meeting, seconded by Trustee Ritchie. A voice vote was unanimous; motion carried. The meeting was adjourned at 5:44 p.m.
