City of Clinton City Council Met August 17

City of Clinton City Council met Aug. 17.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds and Buchanan were present.

Written motion was made by Commissioner Wise and seconded by Commissioner Ballenger that the minutes of the regular meeting of August 3, 2020 be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the City-wide Clean-up has been scheduled for September 1st – October 15th. A voucher (1 per household) can be picked up at City Hall if you live in the City Limits and show a valid driver’s license for proof of residence. During the City-wide Clean-up the Landfill hours are Monday – Friday 7:00 a.m. – 3:30 p.m. and one Saturday: September 12th 6:00 a.m. – 2:00 p.m. He stated the department is picking up brush this week and wanted to remind the citizens the brush pile can be no larger than four feet wide, eight feet in length and four feet in height and only one brush pile per residence and he also stated the Center St. Project is coming along well.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported all the departments are working well together on different projects.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported on the Ultimate Play Space and that it would not be torn down and they are working on repairing it. They received $2,300.00 from the former committee who originally put in the Ultimate Play Space. He also stated there will be a Public Day to paint and stain and he will make that announcement when that day will be.

Police Chief Lowers reported on the new Golf Cart Ordinance and the City now has 9 golf carts registered as of August 13th when the Ordinance went into effect. He just reiterated all the rules that are in the Ordinance that the citizens must abide by.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to approve the transfer of cemetery spaces from DeWitt Lodge #84 A. F. & A. M. to Richard & Jeannie Goff in Woodlawn Section D Lot 91 spaces 5 & 6 in the amount of $100.00. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported that the Actuarial Report indicated the Police Pension Fund is 88% - 90% funded and the Fire Pension Fund is 82% funded. When the City receives the second installment of property taxes the balance in the account will be a higher amount and the City can get more in the Fire Pension Fund.

UNFINISHED BUSINESS

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan to adopt Ordinance #1519, An Ordinance Authorizing Sale of Personal Property Owned by the City of Clinton, Illinois (Sewer Dept. - 1999 Jeep). On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to adopt Ordinance #1520, An Ordinance Authorizing Sale of Personal Property Owned by the City of Clinton, Illinois (Police Dept. – Handguns, Shotguns & Ammunition). On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

The approval of the Water Tower Cleaning Contract between the City of Clinton and Difco Inc. in the amount of $5,250.00 was Tabled due to not receiving the signed Contract.

NEW BUSINESS

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve the 2020 MFT Summer Maintenance Bid from Illiana Construction Company in the amount of $97,808.00. On roll call vote, Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve Supplemental Resolution 2020-9, Resolution for Maintenance Under the Illinois Highway Code for the 2020 MFT Summer Maintenance in the amount of $7,500.00. On roll call vote, Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to approve the Replacement of the Condenser and A Coil for the HVAC in the Police Dept. in the amount not to exceed $15,000.00. On roll call vote, Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

On File – Bids for Removal of Sludge Lime/Water Treatment Plant - J. Oros Environmental - $45.00/ton and Metro-Ag Inc. - $20.00/ton

On File – Purchase of Wood Chips/Parks Dept. – J & L Morris Trucking – not to exceed $3,800.00

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
