City of Decatur City Council Met September 21

City of Decatur City Council met Sept. 21.

Here is the minutes provided by the council:

Mayor Moore Wolfe presided, together with her being Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, and Lisa Gregory. Councilman Bill Faber participated through electronic attendance pursuant to the Open Meetings Act, 5 ILCS 120/7(e)(2) and a determination made by Mayor Julie Moore Wolfe that an in-person meeting of all members of the City Council is not practical or prudent because of the COVID-19 pandemic. Mayor Moore Wolfe declared a quorum present.

City Manager Scot Wrighton attended the meeting as well.

Mayor Moore Wolfe led the Pledge of Allegiance.

Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Nanette Ruffin and Randy Phipps.

With no other Appearance of Citizens, Mayor Moore Wolfe called for Approval of Minutes.

The minutes of the City Council Study Session meeting on August 31, 2020 and Regular City Council meeting on September 8, 2020 were presented. Councilman McDaniel moved the minutes be approved as written, seconded by Councilwoman Gregory and on call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no Unfinished Business, Mayor Moore Wolfe called for New Business.

Finance Director Gregg Zientara gave an overview of the Treasurer’s Financial Report and answered questions from Council regarding the impact that COVID may have on the 2021 budget.

R2020-125 Resolution Authorizing Property and Liability Insurance Coverage for the City of Decatur Illinois for the Policy Period October 1, 2020 to October 1, 2021, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave a brief overview of companion items #2 through #8 that relate to insurance coverage for the city.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-126 Resolution Authorizing Excess Property Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2020 to October 1, 2021, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-127 Resolution Authorizing Auto Physical Damage Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2020 to October 1, 2021, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-128 Resolution Authorizing Cyber Liability Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2020 to October 1, 2021, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-129 Resolution Authorizing Excess Workers Compensation Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2020 to October 1, 2021, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-130 Resolution Authorizing Excess Liability Insurance Coverage for the City of Decatur, Illinois for the Policy Period October 1, 2020 to October 1, 2021, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

R2020-131 Resolution Authorizing Crisis Protection Insurance Coverage for the City of Decatur, Illinois for Policy Period October 1, 2020 to October 1, 2021, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

Upon call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

R2020-132 Resolution Authorizing Change Order to Council Resolution 19-194; Payment to CDS Office Technologies for Police Body Worn Camera Project, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

R2020-133 Resolution Authorizing Purchase of Tyler Technologies Inc. Citizen Self Service Module, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

R2020-134 Resolution Authorizing Execution of a Purchase Order with Complete Coach Works for installation of Protective Barriers Transit Fleet of Vehicles not to exceed $113,723.64, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

R2020-135 Resolution Authorizing Agreement with MV Transportation Inc. for Supplemental Pay, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

City Manager Wrighton gave a brief overview of the Resolution.

With no other New Business, Mayor Moore Wolfe called for Consent Calendar Items A. through J. and asked if any Council member wished to have an item removed from the Consent Calendar. No Council member wished to have an item removed from the Consent Calendar. The Clerk read items A. through J.

Councilman McDaniel moved Items A. through J. be approved by Omnibus Vote; seconded by Councilwoman Lisa Gregory, and on call of the roll, Council members David Horn, Chuck Kuhle, Pat McDaniel, Rodney Walker, Bill Faber, Lisa Gregory, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.

With no other New Business, Mayor Moore Wolfe called for Other Business.

With no Other Business, Mayor Moore Wolfe called for Recess to Study Session for a discussion on an Employee Health Care Clinic at 6:25 p.m.

Mayor Moore Wolfe and Councilman Kuhle recused themselves from the Study Session due to a conflict of interest.

After a short break, Councilman McDaniel, serving as Mayor Pro Tem, called the Study Session to order at 6:29 p.m. Councilwoman Gregory motioned to Recess to Study Session; seconded by Councilman Horn.

Upon call of the roll, Council members David Horn, Rodney Walker, Bill Faber, Lisa Gregory and Pat McDaniel were present. Councilman Kuhle and Mayor Moore Wolfe were absent. Councilman McDaniel declared a quorum present.

City Manager Wrighton gave an overview of the Employee Health Care Clinic and the savings that would be to the City.

Ms. Debra Geihsler from Activate gave a presentation and answered questions from Council.

Ms. Ashley Koster and Ms. Brandy Zanger from HSHS Medical Group gave a presentation and answered questions from Council.

Mr. John Ridley and Mr. Drew Early from Decatur Memorial Hospital (Memorial Health System) were in attendance. Mr. John Ridley gave a presentation and answered questions from Council.

Mr. Rick Semonis from Semonis Insurance Group participated through Zoom and gave his opinion on the Employee Healthcare Clinic.

With no other discussion, Councilman McDaniel called for adjournment. Councilwoman Gregory moved the City Council meeting be adjourned; seconded by Councilman Horn and on call of the roll, Council members David Horn, Rodney Walker, Bill Faber, Lisa Gregory and Councilman McDaniel voted aye. Councilman McDaniel declared the motion carried.

Councilman McDaniel declared the City Council meeting adjourned at 8:08 p.m.
