City of Decatur City Council met Oct. 5.
Here is the minutes provided by the council:
Mayor Moore Wolfe presided, together with her being Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Lisa Gregory and David Horn. Councilman Bill Faber was absent. Mayor Moore Wolfe declared a quorum present.
Deputy City Manager Jon Kindseth attended the meeting as well.
Mayor Moore Wolfe led the Pledge of Allegiance.
Mayor Moore Wolfe called for Appearance of Citizens and the following citizens provided comments to the Council: Rebecca Wright, Alan Duesterhaus, Eric Summerlott, and Cameron Williams.
With no other Appearance of Citizens, Mayor Moore Wolfe called for Approval of Minutes.
The minutes of the City Council Study Session on September 14, 2020 and Regular City Council meeting on September 21, 2020 were presented. Councilman McDaniel moved the minutes be approved as written, seconded by Councilwoman Gregory and on call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
With no Unfinished Business, Mayor Moore Wolfe called for New Business.
R2020-136 Resolution Authorizing Amendment No. 1 to the Professional Engineering Services Agreement with Northwater Consulting Inc. for the Decatur Watershed Management Plan City Project 2019-38, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.
Deputy City Manager Kindseth gave a brief overview of the Resolution.
Jeff Beckler with Northwater Consulting Inc. answered questions from Council regarding the monitoring plan designed to estimate the input of sediment into Lake Decatur.
Upon call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Lisa Gregory, David Horn, and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
R2020-137 Resolution Authorizing Proposal with Illinois State Water Survey for Hydrologic, Sediment and Nutrient Monitoring Upper Sangamon River Watershed, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

R2020-138 Resolution Authorizing an Agreement with Jimmie Soules Bird Repellent Company for Downtown Bird Control, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

Public Works Director Matt Newell answered questions from Council regarding bird control options.

R2020-139 Resolution Authorizing Community Development Block Grant-CV (CDBG- CV) Fund Expenditures and Amendment of the FY 2019-20 Annual Action Plan, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.
Deputy City Manager Kindseth gave a brief overview of the Resolution and answered questions from Council regarding costs associated with grant administration and the process set forth to monitor businesses for COVID-19 safety guidelines.

R2020-140 Resolution Authorizing Community Development Block Grant-COVID (CDBG-CV) City of Decatur COVID Relief Program Subrecipient Agreement FY 2020 Dove Inc., was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

R2020-141 Resolution Pursuant to Chapter 46 of the City Code of the City of Decatur, Illinois Pertaining to a Public Health Emergency Caused by the COVID-19 Virus and Suspending Certain Water Utility Disconnections, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.
Deputy City Manager Kindseth gave a brief overview of the Resolution and answered questions from Council regarding available resources to citizens who have had their water shut off due to non-payment.

R2020-143 Resolution Authorizing the Execution of a Service Agreement for Supply of Electricity for Residential and Small Commercial Customers, was presented. Councilman McDaniel moved the Resolution do pass, seconded by Councilwoman Gregory.

Mayor Moore Wolfe thanked everyone who participated in the annual WSOY Community Food Drive.
Councilwoman Gregory reported that the City of Decatur won three awards in the America in Bloom contest and thanked everyone who participated.
Councilman Kuhle encouraged the city and media to circulate the Halloween suggestions and practices set forth in the State of Illinois, September 30, 2020 COVID-19 guidelines.
Mayor Moore Wolfe reported that Macon County is at the warning level status for COVID-19 due to an increase in the number of positive cases and urged businesses and citizens to take safety precautions to prevent the spread of the virus.
With no other discussion, Mayor Moore Wolfe called for adjournment. Councilman McDaniel moved the City Council meeting be adjourned; seconded by Councilwoman Gregory and on call of the roll, Council members Chuck Kuhle, Pat McDaniel, Rodney Walker, Lisa Gregory, David Horn and Mayor Moore Wolfe voted aye. Mayor Moore Wolfe declared the motion carried.
