Village of Mt. Zion Village Board of Trustees met Sept. 21.

Here is the minutes provided by the board:

Mayor Williams called the Meeting of the Mt. Zion Village Board of Trustees to order at 5:15 p.m. in the Village Hall Board Room. The following Board Members were present for roll call: Mike Mose, Donna Scales, Wendy Kernan, and Kevin Fritzsche. Also present were Village Administrator, Julie Miller, Chief of Police, Adam Skundberg, Village Treasurer, Corey McKenzie, and Village Clerk, Dawn Reynolds. Ellen Ritchie arrived at 5:18 p.m. Chris Siudyla was absent.

Pledge of Allegiance

Public Forum: Two (2) people were present. No one wished to address the Board at this time.

Consent Agenda: A motion was made by Trustee Mose to approve the Consent Agenda as presented, seconded by Trustee Kernan. A breakdown of Fund Warrants for the period ending September 21, 2020 is as follows: General Fund - $147,158.44, Motor Fuel Tax - $9,319.80, BDD - $1,108.80, Water Revenue Fund - $118,678.83, and Sewer Revenue Fund - $28,413.64. A roll call vote was taken: Mose-yea, Scales-yea, Kernan-yea, and Fritzsche-yea. Motion carried 4-yea, O-nay, 2-absent.

Consideration and Action On Reimbursement Request – Danny Page – 1030 North Court: Administrator Miller presented for consideration a request for reimbursement for materials from Danny Page - 1030 North Court. Mr. page contacted the Village 1.5 years ago regarding a water issue in his backyard. The issue was not causing property damage and was put on the project list for Public Works. Mr. Page proceeded with the project and is now requesting reimbursement. It was the consensus of the Board to not reimburse Mr. Page.

Consideration and Action on An Ordinance Pertaining to the Local CURE Program: Treasurer McKenzie presented for consideration an ordinance allowing the Village to participate in the State of Illinois's Local CURE Program allows the Village to submit for reimbursement for COVID-19 related expenses. The Village was allocated $240,629 in financial support for expenses incurred March 1st through December 31st, 2020. It is estimated that the Village will have $150,000 in eligible reimbursable expenses for such items as PPE, laptops, sanitization equipment, etc.

A motion was made by Trustee Fritzsche to Approve the Ordinance Pertaining to the Local CURE Program as presented, seconded by Trustee Ritchie. A roll call vote was taken: Mose-yea, Ritchie-yea, Scales-yea, Kernan-yea, and Fritzsche-yea. Motion carried 5-yea, O-nay, 1-absent.

Consideration and Action on An Ordinance to Establish a Date for a Public Hearing for the Mt. Zion Route 121 Tax Increment Financing (TIF) District 11: Administrator Miller presented for consideration an ordinance establishing the date and time of a public hearing to take comments on the proposed Mt. Zion Route 121 TIF District 11 as previously discussed. The public hearing is set for November 16, 2020 at 5:15 p.m. at Village Hall. This is a regular Village Board meeting. Proper notifications and publications will be published as required by State Statutes.

A motion was made by Trustee Mose to Approve the Ordinance to Establish a Date for a Public Hearing for the Mt. Zion Route 121 Tax Increment Financing (TIF) District Il as presented, seconded by Trustee Kernan. A roll call vote was taken: Mose-yea, Ritchie-yea, Scales-yea, Kernan-yea, and Fritzsche-yea. Motion carried 5-yea, O-nay, 1-absent.

Administrator & Staff Items: Administrator Miller informed the Board that staff will begin working on the budget and CIP. Also, the Village is still waiting for variance approvals for the Splashpad. The Broadway project is moving along and anticipates the road from the tracks to Main Street be completed this fall. The Kraft Road water main extension is finished. A culvert was installed today on McGaughey Drive for the drainage issue. A meeting is scheduled with the church and engineer to discuss the retention pond to control water in the future. Miller also gave kudos to Public Works for their dedication and hard work during this time all while being short staffed.

Adjournment: A motion was made by Trustee Mose to adjourn the September 21, 2020 Village Board meeting, seconded by Trustee Fritzsche. A voice vote was unanimous; motion carried. The meeting was adjourned at 5:40 p.m.
