City of Sullivan City Council Met November 23

City of Sullivan City Council met Nov. 23.

Here is the minutes provided by the council:

1. The City Council of the City of Sullivan, Illinois, met in regular session at 6:00 p.m. at The Little Theatre On The Square, 16 E. Harrison Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. Mayor Glazebrook asked if there were any comments from the public. There were none.

3. Mayor Glazebrook read the items on the consent agenda:

● Approval of minutes of the regular meeting held November 9, 2020 

● Approval of claims except those in TIF funds

● Approval of Treasurer' s report for October 2020

A motion was made by Commissioner Sherwood and seconded by Commissioner Woodworth to accept the consent agenda. Upon a roll call being taken, the results were as follows:

Commissioner Chuck Woodworth - yea

Commissioner Mike Fowler - yea

Mayor Richard Glazebrook - yea

and the motion was declared carried by omnibus vote.

4. A motion was made by Commissioner Woodworth and seconded by Commissioner Sherwood to approve TIF claims. Upon a roll call being taken, the results were as follows:

Commissioner Mike Fowler - yea 

Mayor Richard Glazebrook - yea

and the motion was declared carried.

S. Commissioner Sherwood reported that the Park Department is almost finished setting up the Christmas lights. The lights will be turned on Wednesday night and burnt out bulbs will be changed out throughout the season. The Civic Center closed last Monday due to staffing issues caused by COVID. The staff met yesterday to review safety protocols and new procedures for cleaning, allowing the facility to reopen this morning. She thanked the Civic Center staff for being quick to make decision and adjusting to the guidelines. She also thanked the members that are willing to follow the rules that allow the Civic Center to be open during this time. The pool is now open for lane reservations, the locker rooms are open and will be cleaned hourly. Masks must be worn at all times while in the facility. The City Building continues to be closed due to COVID. Blake Eggleston is working on the final details for the disc golf course for Wyman Park. Commissioner Sherwood met with Dan Flannell and Architect Bill Utz to look at the City Building located at 2 W. Harrison. Once received, the information provided by Mr. Utz will be reviewed to decide which option is the best for the City.

6. Linda Huber and Rich Rhodes from CF& H Insurance presented the 2021 health insurance renewal. The initial offer from BlueCross and BlueShield Insurance reflected a thirty percent increase. After negotiations, BCBS offered a twelve percent increase. With this increase the monthly bill should be roughly $ 93, 000 a month. Mr. Rhodes shared that BCBS has been good to work with, the employees like them and there aren't any claims issues with this company. Of the two options provided they recommended that the City go with BCBS.

7. Commissioner Fowler received an email from Pat Stinson, IGA Store Manager, thanking the Council for the passage of the liquor ordinance allowing employees 18 years of age and older to scan alcohol. The Chamber will be holding a Christmas lighting contest and Commissioner Fowler has approved the first place prize for the contest. The distribution crew has been completing JULIE locates, replaced a transformer on Market and Eden, and completed some underground work. The City received a letter from the EPA regarding an underground fuel leak that occurred thirty years ago. The City has been given 60 days to show proof that the issue was resolved.

8. Commissioner Woodworth reported that the distribution crew continues to mark JULIE locates. There have been two main breaks caused by fiber conduit being bored into the mains. This resulted in the issuance of boil orders in both cases. The department is preparing the plant and the equipment for winter. The Keller sewer extension on Hagerman Street has been completed.

9. Laurrie Minor from the Sullivan Chamber gave an update on Christmas Festivities. Donations are being accepted to provide a small Christmas tree like plant to every long term care resident in Sullivan. They are only in need of donations for 86 more plants. Donations can be made on the chamber website or mailed to their office. This year the Christmas parade will be held in reverse, entries will be lined up around the inside and outside of the square and patrons can drive through to see the entries. Hot chocolate will be handed out as people drive through and letters can be dropped off to Santa. The Sullivan Singers will be hosting a chicken and noodle carry out dinner that evening. The Chamber is seeking entries for the light up Sullivan Christmas light contest. Participants are asked to send a video or picture of their lights along with their address to the Chamber. Judges will then go to each location to review the entries. The prizes are: 1St place is a $ 400. 00 utility bill credit, 2nd place is a $200 bill credit and 3rd place is a $ 100 bill credit. They are looking for volunteers that would like to help decorate the pavilion and the square for Christmas. They are also sponsoring a ugly Christmas sweater and ugly mask day and ask that residents partake in the fun by sharing their pictures on social 

10. Mayor Glazebrook thanked Kaleb Martin for putting the flags out for Veteran' s Day and also thanked Travis Hughes for his involvement in the fishing event for Veterans. A new fence has been installed at the Cemetery. JULIE locates continue to occupy a majority of time in the Gas Department.

11. City Administrator Dan Flannell reported that the arbitration hearing for the union grievance has been scheduled for January 21st. Moultrie County has reached a total of 813 positive COVID cases, with 502 of those cases being located in the 61951 zip code. A local nursing care facility is experiencing a significant outbreak and has reached out for PPE supplies. Mr. Flannell mentioned that he may approach the council for additional funding for PPE supplies at the first meeting in December. The closing date for the seventeen acres has been set for December 8th. The City is accepting letters of interest for the appointment to the vacancy in the office of Commissioner of Streets and Public Improvements. The interim position would be held from appointment until May 10, 2021, when the candidate chosen at the April 6, 2021 consolidated election will be sworn in for the remaining two year term. Parties interested in running for the remaining two year term can pick up an election packet from the City Clerk. The filing dates for candidate petitions runs from December 14, 2020 to December 21, 2020.

12. A motion was made by Commissioner Woodworth and seconded by Commissioner Sherwood to waive formal reading and extend the effective date of Ordinance 20-3, which implemented the Mayor' s March 18, 2020 Declaration of Emergency, to the date of the next City Council meeting on Monday, December 14, 2020. Upon a roll call being taken the results were as follows:

and the motion was declared carried.

13. A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to approve a one year renewal of the City' s current employee health insurance policy with Blue Cross/ Blue Shield in accordance with the terms and costs presented this date by CF& H Insurance Agency. Upon a roll call being taken the results were as follows:

and the motion was declared carried.

14. A motion was made by Commissioner Fowler and seconded by Commissioner Sherwood to adopt Ordinance 20- 19 amending Chapter 11— Electric Department, Article II, Section 11- 2-2 — Electric Service and Codes of the Revised Code of Ordinances. The purpose of this revision is to adopt the Ameren service manual. Upon a roll call being taken the results were as follows: media.

15. A motion was made by Commissioner Sherwood and seconded by Commissioner Woodworth to adjourn into closed session at 6:37 p.m. to discuss minutes of meetings lawfully closed ( 5 ILCS 120/2(c)( 21)) and to discuss the selection of a person to fill a public office ( 5 ILCS 120/ 2( c)( 5)). follows:

16. The meeting was reconvened by Mayor Glazebrook at 6:56 p.m.

17. A motion was made by Mayor Glazebrook and seconded by Commissioner Woodworth to adopt Resolution 20- Q authorizing the release of certain City Council executive session minutes. Upon a roll call being taken, the results were as follows:

18. A motion was made by  Commissioner Fowler and seconded by Commissioner Woodworth to adjourn the meeting. Upon roll call being taken, the results were as follows:
