City of Sullivan City Council met December 14

City of Sullivan City Council met Dec. 14.

Here is the minutes provided by the council:

1. The City Council of the City of Sullivan, Illinois, met in regular session at 6:00 p.m. at The Little Theatre On The Square, 16 E. Harrison Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. Lee Beckman reported that the ITEP and DCEO Grants were submitted. The anticipated award for these grants is the first quarter of 2021. The plans for the water plant will be modified to include the replacement of the clear well. This addition will increase the overall expense of the project. The plans will be submitted in January after a pre-final meeting with Commissioner Woodworth. Funding options are being reviewed to find a financing option for the City. The Hagerman Street project has been completed and the Titus Home Demolition has been delayed due to a bonding issue with Yoder Farm & Drainage.

3. Mayor Glazebrook asked if there were any comments from the public in attendance. There were none. Mayor Glazebrook read a letter from the Sullivan High School Career English Class thanking the Council for renaming Main Street to the Road of Valor for Veteran's day. Another letter was read from Hazel Cruthers asking why the nativity scene hadn't been set up.

4. Mayor Glazebrook read the items on the consent agenda:

Approval of minutes of the regular meeting held November 23, 2020

• Approval of claims except those in TIF funds

A motion was made by Commissioner Sherwood and seconded by Commissioner Woodworth to accept the consent agenda. Upon a roll call being taken, the results were as follows:

Commissioner Mike Fowler -yea

Mayor Richard Glazebrook

and the motion was declared carried by omnibus vote.

5. A motion was made by Commissioner Sherwood and seconded by Commissioner Woodworth to approve TIF claims. Upon a roll call being taken, the results were as follows:

Commissioner Abbey Sherwood -yea

Commissioner Mike Fowler -yea

Commissioner Chuck Woodworth -yea

and the motion was declared carried.

12. A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to adopt Ordinance 20-17 providing for the Levy & Assessment of Property Taxes totaling $774,442.00 for the Fiscal Year beginning May 1, 2020 and ending April 30, 2021. Treasurer Sarah golden gave the final reading of the ordinance. Upon a roll call being taken the results were as follows:

and the motion was declared carried.

13. A motion was made by Commissioner Fowler and seconded by Commissioner Woodworth to adopt Ordinance 20-20 amending Chapter 6 - Building Code, Article III, Section 6-3-1 - National Electric Code, of the Revised Code of Ordinances. Upon a roll call being taken the results were as follows:

and the motion was declared carried.

14. A motion was made by Commissioner Woodworth and seconded by Commissioner Fowler to waive the formal bidding process due to the existence of an emergency and approve the hiring of Vandevanter Engineering for completion of the overhaul of the City Sewer Plant clarifier at a cost of $154,764.00. Upon a roll call being taken the results were as follows:

and the motion was declared carried.

15. A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to approve Christmas bonuses for 58 full-time er $150.00 a piece and 8 part-time employees with IMRF at $100.00 a piece totaling $9,500.00. Upon a roll call being taken the results were as follows:

22. The meeting was reconvened by Mayor Glazebrook at 7:50 p.m.

23. Mayor Glazebrook announced that the appointment of an interim Commissioner of Streets & Public Improvements will be made at a Special Meeting held at The Little Theatre on the Square at 6:00 p.m. on December 21, 2020.

24. A motion was made by Commissioner Sherwood and seconded by Commissioner Fowler to adjourn the meeting. Upon roll call being taken, the results were as follows:

Commissioner Chuck Woodworth -yea

and the motion was declared carried and the meeting was adjourned at 7:51 p.m.
