City of Clinton City Council Met Dec. 7.

Here is the minutes provided by the council:

Minutes of the Public Hearing for the Annual Levy of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, at 6:45 p.m. On roll call Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik were present.

Mayor Roger Cyrulik opened the public information session and turned the hearing over to Clint Lichtenwalter, City Treasurer. He reported the Levy was a total of 1.969 million which is a 2.29% increase in the Levy over last year which is actually a .14% decrease in the rate over last year which is due to the fact that TIF III is expiring which is bringing in 1.37 million back into the General Levy’s EAV but the County said there would be no state multiplier put on this year on the Levy. The only items that really changed from last year to this year was that several years ago the City shifted reinsurance premiums for health insurance over to the pension funds, then a couple of years ago the City shifted part of the Hospital Levy then last year the City shifted all of the Hospital Levy over because Self-Funded insurance and the Hospital were in such good financial condition and we continued that this year but the only difference was we split that between the Police Pension and Fire Pension. With the change that was made last year Fire Pension went from 61% funded to 78% funded and hit the all-important 2.5 million level to expand investments from 10% mutual funds to 45% mutual funds. This past month they have seen quite a bit of benefit. The Police Pension is at 89.2% funded as of last year but trying to get both pension funds to 100% funded. The shifting of dollars does not affect the taxpayers. All the line items are pretty much status quo from last year.

Commissioner Edmunds stated the pension funds are up and the City should be proud.

Mayor Cyrulik asked for any comments by the Council or by those attending the hearing. Hearing none, motion was offered by Commissioner Ballenger and seconded by Commissioner Wise to adjourn the hearing. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Monday, December 7, 2020 at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Wise, Ballenger and Edmunds were present.

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the regular meeting of November 16, 2020 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik had no report.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported the Leaf pick-up with the Vac is finished so the leaves will need to be put in the brown paper lawn bags to be picked up. Last year the department picked up 2,000 cubic yards and this year they picked up 2,900 cubic yards and made 10 complete rounds through the City. He thanked the department for a great job. The brush pick up will start back up in March unless there is a storm.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the department has had a lot of water leaks and have handled them well and thanked the other departments for their help.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger reported the Fire Dept. has had 90 calls last month and some COVID issues and they are wearing the masks and PPE gear and have had a couple of firemen tested and they were negative so the department will keep doing what they are doing to keep safe.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported that with the parade that was held on Sunday, December 6th we don’t want to forget the Chamber of Commerce and the many, many years they have put on the Christmas Parade and have done an excellent job but this year they were following the guidelines and could not have it so we don’t want to overlook them for all their hard work in the past.

UNFINISHED BUSINESS

Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise to adopt Ordinance #1523 (Black property), Ordinance #1524 (Clark property), Ordinance #1525 (Ryan property), An Ordinance Abating Taxes for Certain Territory in the City of Clinton, Illinois. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan to adopt Ordinance #1526, An Ordinance Increasing Tax Rate for Street and Bridge Purposes and Ordinance #1527, An Ordinance Levying Tax for Street Lighting Purposes. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger to adopt Ordinance #1528, Annual Levy Ordinance. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.

Commissioner Wise thanked Commissioner Edmunds and Clint Lichtenwalter, City Treasurer for all their hard work on the Levy.

Written motion was made by Mayor Cyrulik and seconded by Commissioner Buchanan to approve the Brush Grinding ($13,600.00) and Leaf Disposal ($16,000.00) at the Yard Waste Facility by R & R Services of Illinois, Inc. for a total amount of $29,600.00. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”. Commissioner Buchanan stated that this is the second time this has been done this year and they are checking with EPA if ground is bought in the County could the brush and leaves be burnt and he will get back with the Council on this issue.

Written motion was made by Mayor Cyrulik and seconded by Commissioner Ballenger to adopt Ordinance #1529, An Ordinance Amending Chapter 1 of Title 13 of the City Code of the City of Clinton, Illinois (Building Codes). On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.

NEW BUSINESS

Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve the Emergency Purchase of a Signal Control Box at Main & Grant in the amount of $15,000.00. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds and Mayor Cyrulik voted “Yes”.

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Cyrulik voted “Yes”.
