Village of Bethany Board of Trustee met Jan. 14.
Here is the minutes provided by the board:
The regular board meeting was called to order at 7:00 pm by President Jon Book. The following Trustees were present; Dave Doty, Jeannie Ruppert, Mike Jennings, Greg McLain, Brian Gill and Raven Russell.
A motion was made by Trustee Doty to approve the minutes from the December 10, 2020 regular meeting, seconded by Trustee Ruppert. Roll call taken, all ayes, motion carried.
A motion was made by Trustee Doty to approve the “Income and Expenses Journal”, seconded by Trustee Russell. Roll call taken, all ayes, motion carried.
A motion was made by Trustee McLain to approve the “Banks and Checks Journal” seconded by Trustee Ruppert. Roll call taken, all ayes, motion carried.
Public – Metro Communications: Two project managers were here to fill in the Trustees on what their plan was for the next month or two. They will be running fiber to the homes in the Village. A rough timeline will be eight weeks with service sometime this summer. Curt Robinson BBQ Festival – Last year COVID canceled this event. March 27th is the date with times being 10 am to 7pm on Main St. They are asking to block off Main Street for this event. 50% of the proceeds will go to the Fire Dept. The Publisher will try to get a band with a stage at the end of the road around 4pm. Block off will be from the Diner to the end of the Business District. Board had no issues with this request. A motion was made by Trustee Russell to close the business block of Main from 10 am to 7pm on March 27th for the BBQ Festival, seconded by Trustee McLain. Roll call taken: Russell-yes; Gill-yes; Doty-yes; Ruppert-yes; Jennings-abstain (conflict of interest); McLain-yes; motion carried.
Ordinance on Town Wide Speed Limit – Streets and Alleys committee met to discuss the streets that would be different from the town wide 25 mph speed limit. They looked at areas that needed to be changed. They found no streets that needed 30 mph signs. All school zones stay. They did feel that Cardinal subdivision should be 20 mph. There would be town-wide speed limit signs at the entrances to the Village. A motion was made by Trustee Doty for no 30 mph street speed limits, school zones stay, and Cardinal Subdivision would be 20 mph, seconded by Trustee Ruppert. Roll call taken: Gill-yes; Doty-yes; Ruppert-yes; Jennings-yes; McLain-no; Russell-no; motion carried.
Building Rates and Zoning Fees – tabled until February to gather more information
Purchase of Soda Machine – no action will be taken.
Other Old Business – Greg Gustafson had an update on our water project. He presented a more recent list of improvements needed for this project. Mr. Gustafson also presented a history of water system components of the Village water system listing the dates of construction and renovations.
TIF Agreement with Bethany Diner – This was approved last month. A motion was made by Trustee McLain to approve Ordinance # 21-793 a TIF agreement between the Village and the Bethany Diner, seconded by Trustee Ruppert. Roll call taken, all ayes, motion carried.
Removal of One-Way Do Not Enter Sign on N. St. John Street – S/A discussed this in their meeting. It is not enforced and it is wide enough for two cars to pass. It meets all other standards for a two-way street. Residents in the trailer court would like to see it gone so it is easier access for them to their homes. A motion was made by Trustee Russell to remove the Do Not Enter sign on N St. John St., seconded by Trustee Jennings. Roll call taken, all ayes, motion carried.
Other New Business – Electronic Recycling could be this spring. Trailers were $850 each at 23 cents per pound, projection TVs were 30 cents per pound. A box truck was $1500. Comm2 Recycling. This will be on the agenda for next month. This will last three hours or until full. Kiley had an update on the house on 502 S. Washington St. – a petition will be filed with the State, County and the owner, and they will have 15 days to demolish the property.
