Village of Bethany Board of Trustees Met Feb. 11

Here is the minutes provided by the board:

The regular board meeting was called to order at 7:00 pm by President Jon Book. The following Trustees were present; Dave Doty, Jeannie Ruppert, Mike Jennings, Greg McLain, Raven Russell, and Brian Gill.

A motion was made by Trustee Doty to approve the minutes from the January 14, 2021 regular meeting, seconded by Trustee Ruppert. Roll call taken, all ayes, motion carried.

A motion was made by Trustee Doty to approve the special meeting minutes from January 25, 2021, seconded by Trustee McLain. Roll call taken, all ayes, motion carried.

A motion was made by Trustee McLain to approve the “Income and Expenses Journal”, seconded by Trustee Doty. Roll call taken, all ayes, motion carried.

A motion was made by Trustee Gill to approve the “Banks and Checks Journal” seconded by Trustee Russell. Roll call taken, all ayes, motion carried.

Public – Bethany Celebration Committee - Cassie Lamden was here on behalf of the committee asking what the Board’s thoughts were about having a full-on celebration with COVID going on. She was wondering about requiring masks and there will be hand sanitizing stations. It was recommended to follow the IDPH guidelines. June 25th and 26th are possible dates. Matt Flood – asking about how many police officers we have currently; and how many do we plan on hiring in the future.

Building Rates and Zoning Fees – President Book has done some thinking on this, and the Board needs to decide something on this before building “season” starts. Currently a building permit is $10. Discussion followed concerning the building permit rate. Trustee Russell suggested to put this information out to the public before rates are increased. It was suggested to make sure it goes into the next Village Newsletter along with more building code information.

Electronic Recycling – Trustees were given information on the electronic recycling program. There have been several people asking about doing this. A possibility was to have a date scheduled, have people prepay for the drop off, then we would know exactly how many trailers would be needed. It would be for those only who receive a Village utility bill. April, May or June, could be the potential date.

Other Old Business – None

Change of November Meeting Date – The regular meeting night will fall on Veteran’s Day. Possible date will be Monday, November 10th at the same time. A motion was made by Trustee Russell to reschedule the November 2021 meeting to the day before on Wednesday the 10th at 7pm, seconded by Trustee Doty. Roll call taken, all ayes, motion carried.

Hire of New Full Time Officer - This will be discussed in Executive Session Review of Police Contract – This will be discussed in Executive Session

Other New Business - None

REPORTS - were given from: Shannon Risley/Greg Gustafson (water project report update) and Chief Nichols.

CORRESPONDENCE – None

Police Committee Streets/Alleys Committee 2/16/21 @ 6:30 pm 2/16/21 @ 6:00 pm

A motion was made by Trustee McLain to move into Executive Session to discuss personnel & possible litigation, seconded by Trustee Russell. Roll call taken, all ayes, motion carried.

A motion was made by Trustee McLain to move back into Open Session, seconded by Trustee Ruppert. Voice vote taken, all ayes, motion carried.

With no further business to discuss, a motion to adjourn was made by Trustee McLain, seconded by Trustee Doty. Voice vote taken, all ayes, motion carried.
