City of Clinton City Council met Feb. 15.
Here is the minutes provided by the council:
Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Wise, Ballenger and Edmunds were present.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise that the minutes of the regular meeting of February 1, 2021 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”.
The bills and payroll were read.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
PETITIONS AND COMMUNICATIONS
None
REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS Mayor Cyrulik had no report.
Paul Skowron, CEO of Warner Hospital & Health Services gave the Council an update on the COVID vaccines that the Hospital, the Health Dept., and the High School have all coordinated together to be able to offer the vaccines to whomever would like to have one. The Hospital was also given money from the CARES Act and that goes toward helping pay staff at the clinic and in the next 12 weeks everyone in the County who wants a vaccine should have it. Those appointments are available by going on the Health Dept. website to schedule an appointment.
The Mayor also congratulated Paul on his promotion to the President of the Rural Health Board.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported with the snowstorm to move your car off the street if possible and to be patient with the department working long hours plowing. He also wanted to thank all the departments for their help.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported some issues with pipes freezing at the Plant and Lime Solo and the Water Tower and they are using portable heaters to thaw them out. He also stated there was another Veteran’s funeral and thanked Commissioner Ballenger for displaying the flag with the ladder truck and Kenney Fire Dept. for doing a great job. He stated last Friday night the department gave mutual aid to the town of Wapella with a water main break and got it fixed. He stated they do not mind helping other towns out and the City paid our employees the overtime, but if it becomes a habit something will have to be worked out for paying our employees.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger had Brandon Robinson report on a Grant from Radiological Emergency Preparedness to replace laptops with Tablets in the fire trucks, which is up for a vote on the Agenda. He wanted to give credit to Tom Conaty (RIP) for all his help with this grant.
Commissioner Ballenger reported one of the fire trucks was taken up north and had LED lighting put on it and it was all paid for by the Fire District.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds reported that the regular Sales Tax from the past three months was down $8,500 but ahead $34,000 where the City was this time last year. He also stated that the Illinois Municipal League projected revenues for the next fiscal year. They do not project much of an increase except for the Motor Fuel Tax and Transportation Tax at an 11% increase which would be good but we took such a hit this year so that is not so good, but the Cannabis Tax will increase 33%.
UNFINISHED BUSINESS
Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise to approve the Engineering Contract Fees with Farnsworth Group for the Kirkwood Dr. Pavement Patching in the amount of $49,100.00. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve the Demolition Bid and Contract with Affordable Demolition for 1003 E. Washington St. in the amount of $7,998.00. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to adopt Ordinance #1532, An Ordinance Authorizing Sale of Personal Property Owned by the City of Clinton, Illinois Warner Hospital & Health Services (2008 Nuaire Pharmagard Air Flow Hood. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”.
NEW BUSINESS
Written motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to approve the Purchase of 3 Tablets and Hardware for the Fire Dept. from JANO Technologies, Inc. in the amount of $5,434.65. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
ADJOURNMENT
With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
