City of Clinton Council met March 1.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan and Wise were present. Commissioners Ballenger and Edmunds were absent.

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the minutes of the regular meeting of February 15, 2021 be approved as submitted. On roll call vote, Commissioners Wise, Buchanan, and Mayor Cyrulik voted “Yes”.

The bills and payroll were read.

Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise and Mayor Cyrulik voted “Yes”.

PETITIONS AND COMMUNICATIONS

Jeff Morlock gave a presentation on the Veteran’s Program. With the Honor’s Flights being put on hold due to COVID he is doing different things at Veteran’s funerals. He stated any help with donations would greatly be appreciated. The Council thanked him for his service to this program.

Let the record show that Commissioner Edmunds is now present at the meeting. 

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS

Mayor Cyrulik reported that Doc Weinberg passed away and he was a true gentleman and loyal to the City of Clinton. He always came to the Council meetings and presented the incoming Council with a bottle of aspirin. We will miss him in the community and God bless him.

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS

Commissioner Buchanan reported that Steve Lobb, Public Works Director will present paperwork on the Center St. Project and the work on Webster St. for the ramp. He also stated that brush pick-up will start back up this month on March 15th and the size of the brush pile will be waived this month because of the ice storm damage and will be put back in place next month and the leaves need to be in brown paper lawn bags to be picked up.

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY

Commissioner Wise reported the heaters are going at the Plant and the warmer weather is helping and the department has been working on several leaks and thanked Commissioner Buchanan for his departments help.

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY

Commissioner Ballenger was absent.

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES

Commissioner Edmunds reported he met with Clint Lichtenwalter, City Treasurer and they went over the Budget for the next fiscal year and there are some challenges, but he did an excellent job, and it looks positive.

On File – Contract Proposal/Encore Developmental Services for Ground Maintenance Work - $96,729.00 ($47,185.00 – 2021 & $49,544.00 – 2022)

ADJOURNMENT

With no further business to come before the Council, a motion was made by Commissioner Buchanan and seconded by Commissioner Wise to adjourn the meeting. On roll call vote, Commissioners Wise, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”.
