City of Clinton City Council Met March 15.

Here is the minutes provided by the council:

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor  Roger Cyrulik, presiding. On roll call, Commissioners Ballenger, Edmunds, Buchanan, and Wise were present.  

Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that  the minutes of the regular meeting of March 1, 2021 be approved as submitted. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”. 

The bills and payroll were read. 

Written motion was made by Commissioner Edmunds and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the  Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger,  Edmunds, and Mayor Cyrulik voted “Yes”.  

PETITIONS AND COMMUNICATIONS 

None 

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS 

Mayor Cyrulik had no report.  

Written motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to reappoint Clint Lichtenwalter to the Fire Pension Board – said term to expire April 1, 2023.  On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik  voted “Yes”.  

REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS 

Commissioner Buchanan had no report.  

Steve Lobb, Public Works Director addressed the Council regarding the Center St. Project and the  plans to address the Webster St. ADA Compliancy with the sidewalk and stairs and if nothing  were changed the City could address this later. But then IDOT received a formal complaint letter  from a citizen and so now it must be addressed. After months of discussion IDOT approved a set  of plans and said everything looked good unless there is a complaint. Steve turned the meeting  over to Terry Fountain, Project Engineer with Cummins Engineering Corporation who also addressed the Council regarding the Plans for Webster St. ADA Compliancy that was placed On  File. He went over the plans with Council. The cost will be just under $88,500.00. He talked to  two of the property owners about a temporary easement to reduce the amount of the retaining  wall and they agreed and that could be a savings of $12,000.00 which would reduce the cost to  around $76,000.00. This project is 80% Federal Aid and 20% City dollars. Steve Lobb and  Terry Fountain answered questions from the Council on the project. 

REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY 

Commissioner Wise had no report. 

REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY 

Commissioner Ballenger had no report.  

REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES 

Commissioner Edmunds had no report due to being disconnected from the Zoom meeting.    

UNFINISHED BUSINESS 

Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to approve the two-year Contract between the City of Clinton and Encore Developmental  Services for the Ground Maintenance Work, which includes Mr. Lincoln’s Square and a 6-block  radius around the Square, City Hall, Downey Park, and the Roque Court Peace Park in the  amount of $96,729.00 ($47,185.00 – 2021 & $49,544.00 – 2022). On roll call vote,  Commissioners Ballenger, Buchanan, Wise and Mayor Cyrulik voted “Yes”.  

NEW BUSINESS 

On File – Plans to address Webster St. ADA Compliancy 

Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to  hold a closed session for the purpose of Approval of Closed Session Minutes, Employment of  Employee and Collective Bargaining. On roll call vote, Commissioners Buchanan, Wise,  Ballenger and Mayor Cyrulik voted “Yes”. 

ADJOURNMENT 

With no further business to come before the Council, a motion was made by Commissioner Wise and seconded by Commissioner Buchanan to adjourn the meeting. On roll call vote,  Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
