City of Sullivan City Council Met July 12.

Here is the minutes provided by the council:

1. The City Council of the City of Sullivan, Illinois, met in regular session at 6: 00 p.m. at The Little Theatre On The Square, 16 E. Harrison Street, Sullivan. The meeting was called to order by Mayor Richard Glazebrook. A roll call was taken.

2. A public hearing was called to order at 6: 00 p. m. for the CDBG Grant for the Main Street Water Main Project. There were no comments from the public or from the City Council. The public hearing was adjourned at 6: 01 p.m.

3. Lee Beckman reported that they are working on a project for overlaying VanBuren Street west of McDonald' s. The IEPA requested an additional thirty -day extension for the review of the permit for the water plant. The last thing needed to finalize the EDP/TARP project for Bruder Tank is for the Council to decide ifthey wish to move forward with the application. The City did not receive the ITEP grant. There has been no response from IDOT regarding the scoring for that application.

4. Mayor Glazebrook asked if there were any comments from the public. Members of the Moultrie County Historical and Genealogical Society addressed the Council and requested $ 200, 000 in financial assistance. They would like to use these funds for the purchase of a new building and renovations. Metro Communications would like to purchase the current location of the Historical Society to expand its office space. Tia Punches announced that she raised $ 1, 045 from the pack the park event that she held on the Fourth of July. Punches would like to see the funds used to build a bandstand at Wyman Park. She stated that she would like to host the event again next year. An email was read from Mike Kirk asking how the City could consider giving money to the County after raising the levy and taxes for the City.

5. Mayor Glazebrook read the items in the consent agenda:

A motion was made by Commissioner Sherwood and seconded by

Commissioner Woodworth to approve the consent agenda. Upon a roll call being taken the results were as follows:

and the motion was declared carried by omnibus vote.

6. Commissioner Sherwood thanked the park staff for all ofthe work they put in for the Fourth of July. She also thanked Tia Punches for hosting the Pack the Park event, the American Legion for hosting such a great event and the local businesses that contributed to the events. The Civic Center was closed during the week of the fourth. The staff performed maintenance, cleaned up in the gym area, started to redo the racquetball courts, and fixed other areas throughout the facility. She asked that the Council review the budget and respond to the TIF questions posed by Treasurer Golden for their departments. The Human Resource Director position was offered to Nakayla Swisher, which happily accepted. Any HR issues or questions should go through Ms. Swisher first.

7. Commissioner Woodworth reported that the cause of the recent water problem is the 75 -year- old cast iron water mains. An increase has been made to the chlorine feed to ensure that the water is safe to drink. The Distribution Crew implemented a directional flushing program, changing the flow inside the water pipes by closing some of the distribution valves. They began flushing hydrants on the southwest part of town with good results. The flushing of the southeast side of the City will begin this week. They will then work their way north towards Jackson Street. Some residents are experiencing a chlorine smell. The cause of this is due to their water supply flowing through PVC pipes before reaching the cast- iron mains. The chlorine feed will be turned down slowly over the next few weeks if the directional flushing program continues to be successful.

8. Commissioner Booker gave an update of tasks completed by the Street Department. He reported that Corey Avenue was graded and oiled, the project is now complete. Commissioner Booker would like to add a no parking zone on West Roane Street between Lincoln and Market Streets. Traffic parked along the road is making it difficult for carriers to access the mailboxes in this location. He would like to implement a program assisting residents with tree removal by making it more affordable. The City would pay the initial fee for the tree removal. An agreement would then be made with the resident to repay the cost over time. He stated that this could save the City a lot of work in the long run by removing hazards that could fall into the road or onto houses during a storm.

9. Mayor Glazebrook attended meetings with the Historical Society and Rotary. On July 17th, the City will host a clean- up for residents north of Harrison Street, including Pifers Lane. On July 24th, the City will host a clean- up for residents living south of Harrison Street. Residents need to have their items out to the curb by 7: 00 a.m.

10. Ordinance 21- 6 — An Ordinance Making Appropriations for the City of Sullivan, Moultrie County, Illinois, for the Fiscal Year Commencing May 1, 2021, and ending April 30, 2022, was presented for the first reading. The total appropriation, which is the City' s legal limit to spend, was $36, 515, 600. The City operates from a working budget, which is significantly less than the appropriation.

11. A motion was made by Commissioner Woodworth and seconded by Commissioner Booker to enter into an intergovernmental agreement with Moultrie County to provide TIF funds in the amount of $200, 000 for a roof repair. Upon a roll call vote being taken, the results were as follows:
