City of Clinton City Council Met May 17.

Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Buchanan, Wise, Ballenger and Edmunds were present.
Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger that the minutes of the regular meeting of May 3, 2021 be approved as submitted. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”.
The bills and payroll were read.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.

REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Mayor Cyrulik had no report.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported City-wide Clean-up will be June 1st – July 30th Monday – Friday from 6:00 a.m. – 3:00 p.m. and Saturday, July 10th from 6:00 a.m. – 2:00 p.m. Residents can pick up a Voucher at City Hall. He also stated brush pick-up started and reminds residents according to the Ordinance you are only allowed to put out a pick-up size load or it will not be picked up.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported the department flushed the hydrants last week and they will start back with the GIS system locating all the stop boxes and water shut offs. He wanted to congratulate Kyle Morris for passing his B License (Water Operators Test) and will be working on the A License.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger reported that Exelon employees worked at Kiwanis Park and spread all the mulch and it looks nice. There is a little bit of structure work and swings need replaced and finish painting and it will be ready to go.
Police Chief Ben Lowers reported that May Days will be going on Thursday – Sunday of this week.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds reported the Sales Tax receipts were $25,000.00 more than this time last year, which is a good indication of the economy.
UNFINISHED BUSINESS
Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger to approve the Engagement Letter from Floyd & Associates, CPAs for $31,500.00 for the Financial Audit FY21 and $4,025.00 for the A-133 Audit. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the Engagement Letter from Floyd & Associates, CPAs for $2,750.00 for the Annual Audit TIF Funds FY21. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes”.
NEW BUSINESS
Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve Supplemental Resolution 2021-3, Appropriating Infrastructure Funds for the Improvement of Center Street. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”.
