City of Clinton City Council met July 19.
Here are the minutes provided by the council:
Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, at 7:00 p.m. Mayor Roger Cyrulik, presiding. On roll call, Commissioners Ballenger, Edmunds, Buchanan, and Wise were present.
Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan that the minutes of the special meeting of July 6, 2021 be approved as submitted. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
The bills and payroll were read.
Written motion was made by Commissioner Edmunds and seconded by Commissioner Ballenger that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise, Ballenger, Edmunds, and Mayor Cyrulik voted “Yes”.
PETITIONS AND COMMUNICATIONS
Jim Moberly (606 N. Quincy St.) addressed the Council regarding the house across the street. He was present at the Council meeting a month ago to complain and the house was posted Unfit for Human Habitation and the owner ripped it down so the City hired FS to go in and spray the weeds and tall grass and reposted the Unfit for Human Habitation. Tim Followell, City Administrator explained the steps that have to be taken by the Property Maintenance Code. There have been several tickets issued and liens put on the property. Mr. Moberly thanked the Council for what they have done so far, and he would like to be kept informed.
REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS
Mayor Cyrulik had no report.
Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to reappoint Sue Whitted to the Zoning Board of Appeals – said term to expire July 31, 2026. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan, and Mayor Cyrulik voted “Yes”.
REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS
Commissioner Buchanan reported there are only two more weeks to get a Voucher before the City-wide Clean-up (July 30th) will be done and this week the department is picking up brush and he wants to remind the citizens there is a size limit (pick-up size load) that you can set out.
REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY
Commissioner Wise reported the loss of an employee that worked for the City for 31 years and to keep the family in your prayers. He also stated the Water Department is running smoothly.
REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY
Commissioner Ballenger reported he has driven around town and the Zoning Officer is working on those houses to get cleaned up and if people would just take care of their yards and houses our town would look much better.
REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES
Commissioner Edmunds reported the Sales Tax is increasing but not as much as last month due primarily to car inventory.
UNFINISHED BUSINESS
Written motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve Resolution 2021-8, A Resolution Authorizing Execution of an Agreement for Project Illini Drive Subdivision Project, and Authorize the Mayor to sign the Contract with Stark Excavating, Inc. in the amount $603,316.00. Roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Cyrulik voted “Yes”.
NEW BUSINESS
On File – Purchase Price of Building Lots - $25,000.00 & Out Lots - $2,000.00/Illini Dr. Subdivision
On File – Purchase of End Loader/Sewer Dept. – Altorfer - $112,386.00
Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to hold a closed session for the purpose of Approval of Closed Session Minutes and Employment of Employee. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Cyrulik voted “Yes”.
ADJOURNMENT
With no further business to come before the Council, a motion was made by Mayor Cyrulik and seconded by Commissioner Wise to adjourn the meeting. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise, and Mayor Cyrulik voted “Yes”.
