Moultrie County Board met Nov. 29.

Here are the minutes provided by the board:

The Moultrie County Board met in the County Board Room, Second Floor, of the Moultrie County Courthouse. Chairman Baker called the meeting to order at 3:30 p.m.

The Pledge of Allegiance was said.

Roll Call was taken, with the following Board members present Larry Baker, Marsha Kirby, John Fayhee, Arlene Aschermann, Billy Voyles (as a call-in attendee), Elizabeth Houser, Todd Maxedon. Absent: Tyler Graven One vacancy.

Baker stated that Voyles had informed him that he was ill; however, he would be able to attend telephonically. Baker moved to allow Voyles to attend the meeting telephonically, with yes meaning to allow. Fayhee seconded said motion, which passed by roll call vote. (6 yes, 0 no)

There were 20 people in attendance, which included 7 Board members and County Clerk Georgia England.

Baker stated that a former member was present, stating that he was on the Board for 15 years, Chairman from 2008 to 2021, that he served the County well during his tenure. County Clerk England presented Dave McCabe a plaque for his years of service as a Moultrie County Board member.

Baker introduced Barry Knight from QNS and asked if he would explain the need for the authentication on cell phones and personal devices for any employee using their device to check their County emails, or to login to their work station. Barry stated that this was necessary for the County to obtain Cyber Protection through the County’s liability policy. To satisfy the insurance company’s request by December 1, he used the free Outlook authenticator. IT Committee Chair Fayhee will be working with Knight for possible other ways to obtain the security.

Baker stated that the Board will be operating under Robert’s Rules of Order.

Baker moved that FY2022 budget line item 001-016-51610 (IEMA Salary) be reduced from $30,000 requested to the current FY2021 salary of $19,312.50 and that FY 2022 budget line item 001-029-52910 (GIS Salary) be incorporated into FY2022 budget line item 002-035-53511 (Highway Salaries) being reduced from $10,000 requested to Zero Dollars and that $20,000 be transferred from FY 2022 budget line item 002-035-53591 (Highway Special Projects to FY2022 budget line item 002-035- 53511 (Highway Staff Salaries). Houser seconded said motion, which passed by roll call vote. (6 yes, 1 no, with Voyles having voted no)

Baker moved to increase FY2022 budget line item 001-008-50816 (Bargaining Jailers Salaries) to $445,000. Aschermann seconded said motion, which passed by roll call vote. (7 yes, 0 no)

Baker moved to increase FY2022 budget line item 001-016-51660 (Code Red Expense) to $8,255. Kirby seconded said motion, which passed by roll call vote. (7 yes, 0 no)

Baker moved to approve the FY2022 Moultrie County Budget. Aschermann seconded said motion, which passed by roll call vote. (6 yes, 1 no, with Voyles having voted no)

Baker moved to approve the Moultrie County Tax Levy for FY2022. Houser seconded said motion. Baker stated that as previously discussed, the County would have a reduction in property taxes in the General Fund of $265,577 with $200,000 coming out of reserves and the balance from revenues. The current rate is .95480; the rate for FY2022 would be .83567. This is based on an estimated EAV as provided by the County Assessor of $306,883,631. Motion passed by roll call vote. (7 yes, 0 no)

With no further, Houser moved to adjourn the meeting. Fayhee seconded said motion, which passed by voice vote. Meeting adjourned at 4:02 p.m.
