Village of Bethany Board of Trustee met Dec. 9.

Here are the minutes provided by the board:

The regular board meeting was called to order at 7:00 pm by President Jon Book. The following Trustees were present; Dave Doty, Jeannie Ruppert, Mike Jennings, Greg McLain, Raven Allen, and Brian Gill.

A motion was made by Trustee Doty to approve the minutes from the November 10, 2021, regular meeting, seconded by Trustee Ruppert. Roll call taken, all ayes, motion carried.

A motion was made by Trustee Doty to approve the “Statement of Income and Expenses”, seconded by Trustee McLain. Roll call taken, all ayes, motion carried.

A motion was made by Trustee Gill to approve the “Banks and Checks Journal”, seconded by Trustee Doty. Roll call taken, all ayes, motion carried.

Ordinance Fines/Complaint Policy - tabled until next month

Zoning Ordinance Updates - tabled until next month

Greg Gustafson Water Improvement Project Update – recent contact with Shari and is moving forward. She provided a list of items that needed to be addressed. She did note that a number of items were of a legal nature and needed to be addressed: right of way map. Design is moving forward on all four projects. Water tower and detention tank will be close and ready for bidding, then the electrical. Detention tank plans & contracts were submitted to RD. There are forms that need to be blended together. We need details from the propane supplier for well #6. Mr. Gustafson presented design color options for the water tower design. A motion was made by Trustee Allen to use the Kroger blue for the accent 5-inch band, black for the bands, 46GR dark gray on the bowl, and 32GR for the background and stem, Village of Bethany in the light gray band, seconded by Trustee Ruppert. Roll call taken, all ayes, motion carried.

Fund Loan Forgiveness Per Audit - Many years ago the Corp account loaned money to the sewer account and Gas account loaned money to water account. The Auditors suggested that the Board approve to forgive this loan and clear up the books. This will be tabled until the correct paperwork is received from the Village Attorney.

Christmas Lighting Contest - Treasurer Henderson gave the Trustees a copy of what was done last year for this. A motion was made by Trustee McLain to hold the contest with prizes credited from the Electric Dept. and rules same as last year, seconded by Trustee Ruppert. Roll taken, all ayes, motion carried.

Bank Account for the ARPA Money - This is the money we will receive from the Federal Govt. Jessica Henderson, Village Treasurer, looked into the best way to handle this. A separate account was the best way. Trustee Doty made a motion to open a separate account for the ARPA money in accordance with the guidelines in the letter set by Treasurer Henderson including the current Village account signers, (Jon Book, Jessica Henderson, Jackie McLain, Kathy Denham and Brian Gill) seconded by Trustee Ruppert. Roll call taken all ayes; motion carried.

Village Community Outreach Idea - Treasurer Henderson presented an idea for community outreach. This is to reach out to all residents to show the Village cares for its residents. This could be something small and a few times a year. She is willing to fund this herself and is looking for Board approval. A motion was made by Trustee Ruppert Jeannie to approve and fund this Quarterly outreach at the Village Hall during office hours, seconded by Trustee Doty. Roll call taken, all ayes, motion carried.

Employee Christmas Bonuses - to be discussed in Executive Session

A motion was made by Trustee McLain to enter into Executive Session for the purpose of discussing employee compensation, possible litigation, employees, and contractual matters seconded by Trustee Ruppert. Roll call taken, all ayes, motion carried.

A motion was made by Trustee McLain to enter back into Open Session, seconded by Trustee Allen. Voice vote taken, all ayes, motion carried.

Trustee Allen made a motion to put Corbin Winans through the part time police academy, seconded by Trustee Ruppert. Roll call taken, all ayes, motion carried.

Trustee Allen made a motion to give all employees of the Village a Christmas bonus in the amount that it clears $100 after withholding, seconded by Trustee Jennings. Roll call taken: McLain-abstain (conflict of interest); Allen-yes; Gill-yes; Doty-yes; Ruppert-abstain (conflict of interest); Jennings-yes; motion carried.

With no other business to discuss a motion to adjourn was made by Trustee Allen and seconded by Trustee Ruppert. Voice vote taken, all ayes, motion carried. Meeting was adjourned.
